IOM National Programme Officer - Ethical Recruitment Vacancies


Context

  • Under the overall supervision of the Head of Programme and Policy Development and the direct supervision of the Programme Manager, the successful candidate will be responsible for coordinating and implementing the IRIS related components of the project titled, “Fostering recruitment agencies’ ethical practices and accountability” as well as supporting the Government of Kenya (GoK) to pilot a recruitment oversight mechanism to prevent Trafficking in Persons (TiP).

    Core Functions / Responsibilities:

    In particular the incumbent will: -

  • Support the Programme Manager in coordinating and monitoring on the roll-out of the project on International Recruitment Integrity System (IRIS) capacity building program and global IRIS toolkit in Kenya.

  • Support and monitor timely and efficient planning and implementation of the programmatic, administrative and operational activities of the assigned projects in coordination with the Programme Manager.

  • Coordinate with other IOM Divisions, Regional and Country Offices on project implementation, as necessary. Facilitate internal communication, proper documentation, information sharing, awareness, and support for the project on IRIS

  • Identify the Recruitment Agencies and coordinate with the Programme Manager on implementation of the capacity building activities (awareness building, training, technicalsupport) as well as providing technical guidance for the development of their internal policies and procedures that will allow them to identify and manage risks, operate their businesses with greater transparency and accountability and progress towards IRIS certification.

  • Coordinate in the organization of multi- stakeholders’ consultative workshops, logistics, finance, administration and coordination of meetings, workshops, seminars, trainings and conferences at the national level as well as local events in liaison with Programme Manager

  • Coordinate the implementation of the IRIS program in Kenya and support other country offices in the region (through information sharing on best practices; training support as requested) liaison with the strategic partners, plan and organize IRIS meetings where relevant to gain government buy in and support. Provide technical support in trainings and sensitization for key program strategic partners.

  • In coordination with the Program Manager provide guidance and training and build the capacity of project staff on IRIS program to grow portfolio of trained staff on the program.

  • In coordination with the Program Manager offer technical support to participating recruitment agencies to develop individualized action plans including a monitoring framework.

  • Maintain close collaboration and strengthen partnerships, working relationships with counterparts in government agencies, multinational enterprises, labour recruiters, civil society and international organisations.

  • Liaise with IRIS secretariat team in the operationalization of IRIS.

  • Provide support in the preparation of activity reports, project progress reports, interim and final project reports and support the PM in drafting donor reports as requested as per the donor agreement. Track project expenditures and
    assist the Resource Management Unit to prepare financial reports.

  • Supervise the Programme Assistant (Ethical Recruitment) to organize logistics, administrative and other operational arrangements for all IRIS related activities (including procurement documentation and processing, travels arrangements for non-IOM actors, etc.).

  • Regularly share information regarding IRIS with Programme Manager and Regional Office whenever required.

  • Support programme manager in leveraging opportunities on the Nairobi process initiative for resource mobilization and support to development of policies that encompass elements of IRIS principles. Contribute to the development of new project/ programme ideas and proposals for the Mission’s engagement.

  • Review of IRIS related documents and papers, anti-slavery documents and keep abreast of the developments around the issues and update the Programme Manager.

  • Maintain project related data, information and records of the activities and regularly update administrative, operational and legal documentation related to implementation of IRIS related activities.

  • Provide suggestions on integration of IRIS principles into relevant government policies and procedures.

  • Contribute to development of IRIS outreach and information material. Support in preparation of related information materials, reports and other promotional/visibility items.

  • Undertake duty travel related to programme assessment, liaison with counterparts, problem solving and new programme developments as required.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Completed Master’s degree in Political or Social Science, Management, Business Administration, Public Administration, International Relations, Migration Studies, Economics or a related field from an accredited academic institution;
    or

    • Completed University degree in the above fields with two years of relevant professional experience.

    Experience

  • Experience in IRIS capacity building program and supporting recruitment agencies to develop individual action plans.

  • Project management experience preferably in the field of migration management, migrant protection or labour migration and rights and protections of migrant workers.

  • Experience in team building, stakeholder advocacy and engagement, capacity building and working with the private sector, government, civil society and international organisations.

  • Prior experience of working in UN agencies will be considered as an asset.

  • Experience working with government entities on ethical recruitment initiatives.

    Language

  • Fluency in both written and spoken English and Kiswahili is required.
