Context

  • Present in Southern Sudan since 2004, IOM has 8 offices across 6 states and employs over 340 staff.

  • IOM currently implements a range of humanitarian assistance, transition and recovery, border management and migration health initiatives in South Sudan, in co-operation with government and humanitarian partners as well as local communities.

  • IOM has capacities in conflict analysis as well as monitoring of forced displacement/population movement, expertise in community engagement, and service delivery across the humanitarian-development continuum.

  • South Sudan is in a critical transition period. Following the signing of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) on 12 September 2018, and the more recent formation of the transitional government, the country is facing an unprecedented opportunity to start to recover from the effects of protracted conflict and humanitarian crisis.

  • The ceasefire has been tenuously holding in most parts of the country, allowing previously displaced populations to return home.

  • Towns that had been devastated by previous waves of fighting started to witness renewed activity, raising hopes for development and growth in the aftermath of years of war.

  • It is against this backdrop that the World Bank has selected the IOM as an implementing agency for the Enhancing Community Resilience Project (ECRP) that seeks to address an immediate need for basic services in selected areas of the country and strengthen local institutions capacity to better manage inter-communal tensions and resources and deliver on the dividends that the R-ARCSS supplies.

  • Working together with United Nations Office for Project Services (UNOPS), IOM will be involved in establishing, constructing, and promoting the sustainability of community infrastructure and services.

  • IOM will be responsible for engaging the local communities and ensuring that decision-making processes comport with standards and best practices for community driven development. The ECRP is planned as a three-year initiative starting in September 2020.

  • Under the direct supervision of the Programme Coordinator (ECRP) in Juba and in coordination with the Programme Officer (Transition & Recovery) and in close collaboration with the supporting departments, the successful candidate will supervise the implementation of Monitoring and Evaluation (M&E) activities and produce evaluation reports, data, and analysis for the ECRP project and the Transition & Recovery Unit.

    Core Functions / Responsibilities

  • Contribute to the development of the ECRP Project and Transition and Recovery Unit monitoring and evaluation systems and tools, in close coordination with the Programme Coordinator (ECRP) and other relevant units, checking that monitoring and evaluation arrangements comply with donor agreements, IOM institutional standards and project requirements.

  • Supervise the ECRP and Transition and Recovery Monitoring and Evaluation support Team effectively to facilitate comprehensive and detailed coverage of projects through all stages of implementation and to provide relevant information for performance management and evaluation of programme/project activities.

  • Participate in the development of a centralized Monitoring & Evaluation (M&E) system using open-source geospatial tools that collect structured digital data from the field, which automatically feeds into the system.

  • Review existing monitoring mechanisms and reporting documents including but not limited to project-level M&E plans, data collection tools, site visit notes, and final evaluation reports and recommend improvements where necessary.

  • In coordination with the project manager, facilitate understanding and use of corporate M&E tools such as Ms project in the IOM Project Information and Management System (PRIMA) and Processes and Resources Integrated Systems Management (PRISM) to track project performance indicators, activity progress as well as budget utilization by documenting, visualizing M&E results and sharing with relevant staff and stake holders for learning and improvement.

  • Compile M&E findings using data visualization software and regularly share with relevant stakeholders to facilitate the timely discussion of monitoring data in the appropriate forums.

  • Stay current and familiar with all aspects of the Project in order to provide updates and relevant, up-to-date information to counterparts, share monitoring systems and findings, and discuss avenues for improvement if necessary.

  • Conduct the process of identifying
    the key performance indicators and parameters for monitoring programme performance and achievements, and for preparing evaluations.

  • Conduct field visits jointly with project teams to project sites to monitor M&E implementation.

  • Coordinate and support the execution of surveys to monitor and evaluate project’s short-term results and impacts to assist with project improvements.

  • Review and analyze monitoring reports, highlight the causes of potential bottlenecks in project implementation, and recommend corrective measures, where necessary.

  • Organize and conduct M&E training and other capacity-building activities for programme/project staff.

  • Provide technical inputs for evaluation related terms of reference, inception reports and quality assurance processes.

  • Provide information, feedback and technical inputs for bids/selection processes of third-party evaluations and research, field implementation monitoring, and final reporting.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or

    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in the development and maintenance of database systems (online or offline);

    • Practical experience with mobile data collection software KOBOCollect/ODK;

    • Experience in data visualization software (e.g. PowerBI, Tableau).

    Skills

    • Solid understanding of post-conflict environment and community development, with a focus on participatory processes and joint management;

    • Excellent knowledge of online cloud sharing systems (Office 365);

    • Excellent quantitative data analysis skills using software such as R, SPSS, STATA or Excel;

    • Excellent knowledge of qualitative data analysis software (e.g. Nvivo, Atlas.ti);

    • Good knowledge of Adobe Creative Suit (e.g. InDesign, Illustrator, Premiere Pro);

    • Excellent drafting skills;

    • Remote monitoring and evaluation techniques.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or a local language is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
