Context:

  • IOM in South Sudan has a range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.

  • Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, trans-human conflict prevention, community-based violence reduction, community development and migration management.

  • Under the direct supervision of the Chief of Mission (CoM) in Juba, South Sudan, and the technical supervision of the Senior Regional Resources Management Officer (SRRMO) at the Regional Office (RO) for East and Horn of Africa in Nairobi, and in collaboration with relevant units at Headquarters (HQs) and the Administrative Centres in Manila and Panama, the Head of Resources Management will be accountable and responsible for managing, monitoring and administering the financial, budget, treasury, human resources, procurement/logistics and Information and Communications Technology (ICT) activities in the mission and its sub-offices.

    Core Functions / Responsibilities:

  • Plan and monitor the financial management of all activities of the mission. Supervise/ coordinate the preparation of financial reports, donor reports and budgets. Provide oversight of financial expenditures and undertake financial analysis of projects in the mission.

  • Ensure implementation of and adherence to internal controls to prevent fraud and mismanagement. Maintain and further strengthen appropriate internal controls and development and implementation of relevant operational control systems.

  • Coordinate and oversee day-to-day administrative, finance, human resources, procurement/logistics, ICT and other administrative activities in the mission and its sub-offices.

  • Support and provide guidance to staff in matters related to IOM’s administrative questions, local institutions, internal regulations, and human resources issues with a view to enhance their knowledge for the smooth running of the mission’s operations. Liaise with relevant units in HQs, Administrative Centres, and the RO in Nairobi to obtain/forward information and coordinate activities.

  • Supervise Human Resources, Finance, Procurement, Logistics, Common Service and ICT units in line with the Organization’s policies and procedures.

  • Regularly provide the CoM with financial updates on the status of the IOM country programme resources and future outlook, reporting deadlines, budgetary allocations, and forward planning.

  • Participate in the senior management team in the development and implementation of short and long-term management objectives and goals. Liaise with Project Managers regarding current and future levels of funding or activities.

  • Represent the Organization at relevant high-level inter-agency meetings as required. Maintain liaison with governmental, intergovernmental, and other partner entities, with a view of ensuring smooth implementation of IOM operations at all levels.

  • Liaise with donors regarding new, ongoing, or completed projects as required.

  • Provide support to the CoM and Project Managers in answering any queries raised regarding the correct allocation of programme funds and providing any requisite documentation including for auditing purposes.

  • Monitor, assess and evaluate the administrative and financial aspects of programme activities of the mission.

  • Oversee the maintenance of the mission’s office premises, equipment, vehicles, and supplies.

  • Undertake duty travel to provide administrative support and establish controls and procedures in the sub-offices as well as problem solving and guidance on complex resources management issues.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Finance, Accounting, Business Administration, or a
    related field from an accredited academic institution with seven years of relevant professional experience; or

    • University degree in the above fields with nine years of relevant professional experience.

    • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

    Experience

    • Management experience accompanied by background in finance, accounting and budgeting;

    • High level of computer literacy, in particular experience in computerized accounting systems and software;

    • Field experience a plus, including in liaising with governmental and diplomatic authorities as well as with international institutions.

    Skills

    • Knowledge of IPSAS, IOM financial management and accounting systems, software and procedures (SAP highly desirable);

    • Good knowledge of human resources management;

    • Knowledge of financial oversight.

    Languages

  • IOM’s official languages are English, French, and Spanish.
