Context

  • Under the overall supervision of the Deputy Chief of Mission (DCoM), the direct supervision of the Programme Coordinator (ECRP), in close collaboration with the Gender Based Violence Specialist and other relevant IOM Technical Leads and the ECRP Coordination & Advisory Team, the successful candidate will guide and support integration of Gender Based Violence consideration in the community engagement component of the Enhancing Community Resilience Project (ECRP).

    Core Functions / Responsibilities

  • Design tools and orient field teams with IOM’s conflict analyst team for the roll-out of activities; and support the county-level assessments/diagnostics related to Gender-Based Violence (GBV) and gender.

  • Produce timely and accurate reports with strong gender analysis to inform programming approach and implementation.

    Design and adapt ECRP approaches, materials, and tools, including monitoring and evaluation tools, for mainstreaming the protection and empowerment of women and vulnerable populations; including:

  • The establishment of inclusive governance structures for development committees at Boma (BDCs), Payam (PDCs) and county levels;

  • Promote women’s meaningful participation, including adapted women’s leadership training for engagement in BDCs and PDCs;

  • Adapt safety audit/consultation tools to mitigate GBV risks in project activities;

  • Accountability for gender-parity and diversity targets to ensure equitable and fair hiring for construction, local community participation, and to protection from sexual exploitation and abuse;

  • Operation and Maintenance committees managing the established infrastructure, promoting inclusivity and women’s leadership.

  • Design and adapt selected IOM humanitarian and development approaches, materials, and tools, to strengthen adherence to GBV mainstreaming standards and ensure it is context appropriate.

  • Design and conduct staff competency assessments on gender and GBV mainstreaming and integration for IOM project teams.

  • Design training and ongoing coaching session contents targeting different levels of IOM/ECRP staff for gender and GBV mainstreaming.

  • Build the capacity of IOM GBV staff to deliver the training and coaching sessions.

  • Design and pilot a gender-responsive/transformative approaches to community-lead awareness campaigns and awareness activities including engaging men on women’s leadership and rights in selected locations.

  • Establish expected quality standards based on gender/GBV mainstreaming and integrated programming benchmarks and ensure that monitoring and evaluation tools adequately measure quality standards and project indicators.

  • Design and conduct competencies assessment for humanitarian and resilience-building of IOM, technical partner, and operational staff on gender and GBV mainstreaming and integration.

  • Ensure timely feedback and reporting by providing weekly updates and reporting to the Programme Manager (ECRP), including preparing narrative reports, learning, analysis, and studies as required.

  • Conduct field monitoring visits, evaluations, and coordinate with the relevant ECRP and IOM technical staff.

  • Creates a respectful office environment free of harassment and retaliation and promotes the prevention of sexual exploitation and abuse (PSEA).

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master’s degree in Gender or Development Studies, Human Rights, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or

    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience working on gender-responsive or transformative programming and/or GBV primary prevention programmes with a focus on male engagement and women’s empowerment;

    • Experience in housing, land, and property programming approaches in
    transitional contexts;

    • Experience in designing and delivering effective gender transformative programming;

    • Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment;

    • Experience in equivalent role in South Sudan is an advantage;

    • Experience working in complex humanitarian operations, specifically meeting timelines;

    • Experience managing and mentoring teams and in promoting achievement of project

    objectives

    • Experience living and working a conflict environment.

    Skills

    • Ability to design and deliver effective training and mentoring for adults and children, particularly adolescents;

    • Ability to conduct formative research and establish quantitative and qualitative indicators of change;

    • Excellent report writing skills;

    • Excellent interpersonal, cross-cultural, and diplomatic skills and the ability to lead and work collaboratively with a diverse team;

    • Strong interpersonal and communication skills;

    • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;

    • Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint, and email/internet software.

    Languages

  • IOM’s official languages are English, French and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or a local language is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
