Background and Context

  • The International Organization for Migration (IOM) is committed to ensuring orderly and humane governance of migration, promoting international cooperation on migration issues, and assisting in the search for practical solutions to migration issues.

  • Through its Health, Border and Mobility Management (HBMM) framework IOM aims at empowering governments and communities to prevent, detect and respond to potential health threats along the mobility continuum (at points of origin, transit, destination and return).

  • At the core of HBMM is the understanding that mobility is a continuum that extends beyond the physical or regulated border areas, such as the official POEs, to include pathways and areas of congregation, which are spaces of vulnerability (SOVs), or geographical areas conducive to increased vulnerability to poor health.

  • IOM supports national efforts to strengthen capacity to better prevent, detect and respond to public health emergencies in Uganda at points of entries with an added human mobility perspective.

  • Under the direct supervision of the Information Management Officer, close coordination with the Programme Coordination and overall supervision of the Chief of Mission, the successful candidate will be providing support and contributing to collection, analysis and dissemination of data related to migration flows in Points of Entry.

    Core Functions / Responsibilities

  • Provide support to thematic analyses and reports on issues of relevance to the current mixed flow dynamics in the district. This includes the regular reporting analysis, editing, publication and dissemination regular reports.

  • Support the supervision of data collection processes and data management activities, including data encoding, storing, processing, analysis, and dissemination in line with IOM data protection principles.

  • Analyze and validate data verifying estimates from staff in the field, through qualitative information and triangulation with other sources.

  • Ensure timely and adequate reporting and information sharing with IOM, District and National coordination, as well frequently verify partners’ needs in terms of data required to ensure adequate and timely humanitarian assistance provision.

  • Ensure mainstreaming of data protection principles in all activities, including development of tools, data collection techniques, sampling, analysis, and reporting.

  • Perform other duties related to data management as may be assigned.

    Tangible and measurable output of the work assignment

  • Daily management of data

  • Weekly consolidation of data collected from the PoE;

  • Monthly report on consolidate data;

  • Consolidate report on trends including qualitative information on migration flows

    Realistic delivery dates and details as to how the work must be delivered

  • Daily management of data (every day)

  • Weekly consolidation of data collected from the PoE (every week)

  • Monthly report on consolidated data (every month)

  • Consolidate report on trends including qualitative information on migration flows (at least 2, every 2 months)

  • Performance indicators for evaluation of results (value of services rendered in relation to
    their cost)

    The Consultant’s performance will be evaluated against the following criteria:

  • Timeliness. Satisfactory completion of tasks indicated in this TOR

  • Quality of monthly deliverables Quality of data analysis

    Education

    • Master’s degree in Data Management, Computer Science or a related field from an accredited academic institution with five years of relevant professional experience; or

    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Experience in data collection, research, and report writing;

    • Experience in advanced data visualization and information design skills.

    • Data capture and analysis:

    • Experience and skills to analyze statistical information; Expertise on data processing and analysis software (MS-Excel, SPSS, Tableau or others.)

    • Experience using two or more of the following tools: Access, Visual Basic, Java, ASP, SQL or Oracle;

    • Graphics: Advanced understanding of trends graphic design.

    • Ability to formulate DM-related technical requirements and Operating Procedures;

    • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;

    • Experience in the development and implementation of population database systems (such as registrations, census or surveys);

    • Ability to compile and holistically analyze diverse datasets;

    • Experience with handling confidential data;

    • Demonstrated understanding of different data collection methodologies;

    • Experience working in international organizations and the humanitarian community;

    • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.

    • Experience in the development and implementation of population databases a distinct advantage.
