Organizational Context and Scope

  • The Better Migration Management (BMM) Programme https://www.giz.de/en/worldwide/40602.html is a regional, multi-year, multi-partner project co-funded by European Union Trust Fund for Africa and the German Federal Ministry for Economic Cooperation and Development (BMZ). IOM is one of the key implementing partners of the programme alongside British Council, CIVIPOL, GIZ and UNODC.

  • The Better Migration Management (BMM) programme aims to improve migration management in the region, and in particular, to address Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) from and within the East and Horn of Africa (EHoA) region.

    Objectives

  • The Consultant will be tasked to develop a national strategy for Border Security for Border Police in line with National Migration Policy priority areas 1; that is on border management and free movement of persons.

  • The overall objective of the consultancy is is to enhance the institutional capacity of Border Policing in its role to provide border security in Border management and improve its technical capacities to address transnational-organized crimes such as Trafficking in Persons and Smuggling Of Migrants, secure borders, and identifies and mitigates risks toward vulnerable groups crossing the borders.

  • Through development of it strategic plan, and road map toward institutional capacity strengthening that will include policy and practical recommendations, short, medium and long term.

  • The consultancy is expected to deliver Evidence-based Strategic Plan for Government of South Sudan that will include policy and technical recommendations for Strengthening institutional capacities, roadmap and actions plan within Short, Medium and Long term for the Border Police. This strategic paper will be produced based on a thorough analysis of the current state of play on border policing employing various methodology

    Responsibilities and Accountabilities

    Under the direct supervision of the Program Coordinator and working closely with the National Officer as well as the IBM RTS in the IOM Regional Office-Nairobi, the Consultant is required to;

  • Conduct document reviews of relevant international and national literature that include analysis of the national regulatory frameworks relevant to management of borders in South Sudan which will include, inter alia: a desktop review on existing laws and regulation nationally, regionally, and Internationally, stakeholders mapping and Institutional setup for Border management

  • Conduct two consultation sessions with key stakeholders within Juba. The first kick-off workshop should aim to identify South Sudanese Government’s needs and expectations and confirms the workplan and work items that IOM and the Govt will be working on during the project. The second and final consultation will focus on validation of the draft strategic plan including recommendations for Border Police Directorate

  • Present the final strategic paper for border police to police leadership.

  • Tangible and
    measurable outputs of the work assignment including delivery schedules & payment

    • Satisfactory completion of tasks indicated

    • Quality of the elaborated analysis

    • Timely delivery of outlines and/or drafts as provided for in the time schedule

    • Compliance with IOM house style guidelines and

  • Delivery of any other tasks indicated above.

    Education and Experience

  • Master’s degree in Political or Social Science, International Relations, International Development, Psychology or a related field from an accredited academic institution; or

  • University degree in the above fields with five years of relevant professional experience.

  • Advanced research, writing, outreach and communications skills with previous experience in Counter Trafficking, Counter Smuggling and Child protection in the field of migration.

  • Experience in the field of migration/trafficking issues, including project implementation and management.

  • Experience in working with governmental or non- governmental institutions, other National and International institutions and NGOs more so in the EHoA region.

  • Knowledge of Monitoring and Evaluation
    Previous experience in implementing activities related to awareness raising and behavior change for migrant protection is advantageous.

    Languages

  • Fluency in both written and spoken English required.

  • Working knowledge of Arabic and Somali is an advantage.
