Purpose of the Consultancy

  • The assignment seeks to conduct a pooled analysis of data and information on client satisfaction and SRH commodity stock monitoring from six countries collected over the past four years (2017-2020) and utilize it to produce two separate reports.

  • The reports will be disseminated widely among the project stakeholders to create awareness on existing gaps and recommendations for improving responsiveness of SRH services for migrants, sex workers and young people as well as inform advocacy efforts to strengthen the supply chain for SRH commodities in migration affected communities.

    Specific Tasks to be performed by the Consultant

    The Consultant, in consultation with IOM Regional project team, is expected to:

  • Compile, review, synthesise and analyse the data and programme reports on HIV-SRH commodity stock monitoring and client satisfaction over the period 2017-2020.

    Using qualitative interviews, collect additional data on client satisfaction and stock monitoring/linkages to SRH commodities to reinforce the quantitative findings. Specifically, the interviews will aim to:

  • Document perceptions of the change agents and project staff on access barriers to and responsiveness of SRH and HIV services at the service delivery points especially before and during the COVID19 crisis.

  • Highlight learnt lessons and best practices from stock monitoring and linkage activities and client satisfaction with services and make recommendations for strengthening responsive service delivery for young people, migrant and sex workers.

  • Assess the efforts made by the project teams to address identified gaps in the SRHR and HIV commodities supply chain system in the project sites.

  • Work closely with the regional and country teams to collate additional project data/information that may be required for further analysis.

  • Conduct a
    validation workshop for the two draft reports and compile the final reports that take into consideration of the inputs from the validation workshop.

    Expected Deliverables

    The selected consultant will be expected to deliver on the specified scope of work as shown in section III. Specifically, the expected deliverables of the assignment are:

  • An inception report outlining the technical approach and methodology of the assessment (5 pager).

  • Draft and final reports on approaches for improving client satisfaction and SRH commodity linkages and monitoring, aligned with IOM technical report guidelines (well designed, laid out and edited which are in word and pdf formats and ready for printing).

    Qualifications and Experience

  • An advanced university degree (PhD, Masters or equivalent) in public health, migration and Health studies, development studies, social sciences with minimum of seven years of relevant experience.

  • Extensive experience and competencies in M&E, technical report writing, excellent computer, drafting and editing skills, literature review, research and publication targeting local and international audience

  • Experience working with the UN and international NGOs in the humanitarian and development context.

  • Tangible reference of previous similar assignments

  • Fluency in written and spoken English

  • Previous knowledge and experience in the field of sexual and reproductive health, migration and advocacy, an asset

  • Flexibility to adapt to work with project teams within the context of COVID19 environment
