IOM Conflict Mediation Officer Jobs in South Sudan


Context

  • Under the the overall supervision of the Head of Sub-Office and the direct supervision of the Programme Coordinator (Transition & Recovery Unit) in Abyei, the successful candidate will be accountable for coordinating and monitoring the overall design and oversight of infrastructure projects implemented under the Transition and Recovery Unit (TRU) of IOM, in Abyei and other locations of TRU programming as needed.

    Core Functions / Responsibilities

  • Conduct assessments on infrastructure projects.

  • Draft designs and bill of quantities for infrastructure program projects.

  • Assist with the development of tender documents and assure that tendering procedures are carried out in respect of IOM policies.

  • Conduct regular site supervision and monitoring visits of program sites and draft reports on those visits as a basis to measure progress of contractors and for payment issuance.

  • Coordinate with community members and leaders for the implementation of infrastructure projects.

  • Make recommendations to the TRU Programme Coordinator with regard to project progress and contractor performance and check that the bill of quantities is respected and that materials are of specified quality.

  • Conduct regular field visits to project sites and provide on-site technical guidance.

  • Draft regular project reports in a timely manner.

  • Identify gaps and opportunities for further programming; provide technical inputs to support the development of concepts notes and project proposals to address the gaps identified.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master’s degree in Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or

    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Strong management capability and experience, especially in the field of humanitarian and development assistance;

    • Previous experiences with IOM or other UN specialized agencies;

    • Experience in construction and rehabilitation;

    • Experience in liaising with governmental authorities and communities;

    • Experience with project implementation, scheduling and deployment of resource;

    • Similar work experience in South Sudan.

    Skills

    • Excellent communication and negotiation skills;

    • Good computer literacy.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • For this position, fluency in
    English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

    Notes

  • Duty station will be in Abyei (Administrative Area and roving).
