Responsibilities:


Establishment and Maintenance of Appropriate Coordination Mechanisms

  • Assist in representing the interests of the cluster in discussions and coordination meetings at the state level.
  • Check that all identified displacement sites are monitored and/or managed by a site manager.
  • Where possible, identify State-level CCCM focal points responsible for site management.
  • Verify that coordinated site needs assessments occur and analysis involving all relevant partners continue on a regular basis for all displacement sites in the state.
  • Assist site level partners in the identification of gaps; evaluate and provide information on emerging assistance needs and protection issues; participate in regular ‘gap analyses’ based on verified needs and recommend action in relation to cluster partners with the required capabilities; document their commitment to respond.
  • Communicate 4Ws information to the CCCM Cluster co-leads to receive relevant Information Management (IM) tools for improving coordination.
  • Support Site level partners to facilitate registration of site populations, paying particular attention to gender, age and diversity dimensions; updating of population registry; and ensuring secure storage of population data.
  • Participate in site level contingency planning based on worst-case and most likely scenarios in terms of population movements within, into and out of the state.
  • Where possible, assist national government/authorities at the state level in implementing their activities and encourage them to uphold their obligations that meet the identified priority needs.

    Application of Camp and Site Management Standards and Guidance

  • Disseminate relevant policy guidelines and technical standards developed by the CCCM
    Cluster co-leads.
  • In consultation with the Cluster Coordinator, check that responses are in line with existing policy guidance and technical standards and relevant government human rights legal obligations.
  • Facilitate and support participatory site planning, and development of sites in collaboration with relevant actors, including the host community when necessary.
  • Encourage the application and implementation of strategies that build and strengthen confidence within displacement sites and between displacement site residents and surrounding communities in collaboration with the Cluster Coordinator at the national level.
  • Check that site designs and site infrastructure developed by partner actors support protection of and assistance to men, women, boys and girls.
  • Assist the Cluster Coordinator in ensuring that
    strategies are developed to support and
    strengthen the site residents’ livelihoods.
  • Provide technical information and guidance to Camp Management agencies at the state
    level to support assessments for mobile responses.

    Camp Closure and Durable Solutions

  • Check that Cluster partners consistently assesses the possibility of durable solutions for Internally Displaced Persons (IDPs), particularly the security situation for possible return in close collaboration with the Cluster Coordinator.
  • Work closely with the state level Solution Working Group and organize ‘home visits’ to return sites for IDP key informants, if and when return becomes possible.
  • Represent the national cluster in Solution Working Group coordination forum.

    Local Authorities, State Institutions, Local Civil Society and Other Relevant Actors

  • Verify that humanitarian responses build on local capacities.
  • Maintain appropriate links with, State institutions, local civil society and other relevant actors (e.g. peacekeeping forces) and facilitate appropriate coordination and information exchange with them at the state level.
  • Participate in the capacity building of relevant authorities, where deemed necessary.
  • Communicate with state level authorities to ensure that aid workers working in sites are able to conduct their work independently and in an environment that allows for confidentiality of sensitive information.
  • Perform such other duties as may be assigned.


    Requirements


  • Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Experience working in the development and humanitarian fields;
  • Experience working in camps and camps-like settings;
  • Experience in migration and development is highly desirable;
  • Experience in data collection and analysis as well as knowledge management is considered
    an asset;
  • Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset.
  • Languages: IOM’s official languages are English, French and Spanish.
    For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
