Essential Functions

  • Ensure the achievement of high-quality results for the results focused on increased availability of and accessibility to comprehensive and integrated health services
  • Provide overall technical and managerial leadership of the health services team members for the project
  • Build an integrated vision amongst related components and diverse actors, focusing on achieving results in HIV/AIDS, TB, malaria, FP, MNCH and nutrition
  • Serve as key liaison and work collaboratively with USAID, the Ministry of Health at all levels, local government authorities and other stakeholders and partners in implementation of the project focused on improved quality, accessibility and availability of heath services to ensure the alignment and integration of the program with the Government of Uganda’s strategies
  • Identify obstacles and risks related to implementation of the health services results in a timely manner and suggest appropriate adjustments to the headquarters office and USAID
  • Introduce high impact heath innovations for improved comprehensive and integrated health and HIV/AIDS services that take into consideration the need for strong health systems at all levels
  • Lead the service delivery team to develop strategies to support key populations and those most vulnerable, particularly in high disease burden geographic areas
  • Integrate gender issues and youth considerations through the activity in alignment with USAID and the Government of Uganda’s national plans
  • Enhance linkages and referrals between the community and the facility to ensure a continuum of response in the delivery of health services

    Minimum Requirements
  • Doctor of Medicine accompanied by degree/ training in public health, social sciences or equivalent field
  • Minimum of 8 years of progressively increasing responsibility in managing large comprehensive and and integrated HIV/AIDS and health programs in Uganda or neighboring East Africa countries
  • Proven technical and/or clinical expertise and leadership in HIV/AIDs, TB, malaria, FP, MNCH and/or nutrition required and an deep understanding of how those services are delivered at the Health facilities in Uganda
  • Experience working with USG directly or as an implementing partner, strong familiarity with other health services USG initiatives, and considerable experience working with the host government preferred
  • Proven ability to
    effectively interact with national, district and community authorities, the USG and other donors, as well as other implementing partners
  • High level of interpersonal, technical, and analytical skills including a a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders
  • Proven oral and written communication skills in English leading groups towards program results
  • Strong skills and a track record in strategic visioning, leadership, networking, and problem-solving
  • Demonstrated past achievements in capacity building and fostering team work for desired results
