Summary of Role

The senior Finance and Administration Officer will provide support to IntraHealth Ethiopia projects on all finance management, accounting and administration activities in compliance with IntraHealth Finance Management and Human Resources procedures and policies as well as maintain the accounting system including payroll management, compliance with local tax and registration laws.

Essential Functions

Financial Management and Compliance

  • Monitor banks accounts, maintain cash books and ensure adequate cash balances for making timely payments. Reconcile the bank statements each month.

  • Control advances, reconcile advances and follow up periodically to ensure timely settlement of advances.

  • Reconcile balance sheet account ledger balances each month.

  • Provide support in preparation of periodic budgets, projection, accrual and monitoring pipeline including analysis of quarterly variances in planned versus actual expenditure.

  • In consultation with technical staff, prepare and submit monthly cash request to headquarter

  • Provide support in developing/ updating project budget and budget narrative per IntraHealth policy and procedures.

  • Record transactions in Quick books on a daily basis and maintain records of financial documents including hardcopies of the payment vouchers and Journals.

  • In collaboration with the Program Finance Business Partner facilitate and implement the external and Internal audits recommendations

  • Verify and process monthly payroll statements ensuring accurate and timely processing of salary payments. Generate and distribute paystubs showing salary payments, leave balances and deductions

  • Review invoices and process the same in a timely manner as per the terms and conditions of the sub-agreement and in compliance with IntraHealth policies and local laws.

  • Prepare and submit approved monthly financial reports to Program Finance Business Partner

  • Ensure the financial system and tools are in compliance with the Accounting & Auditing Board of Ethiopia requirements.

  • Ensure proper documentation are presented for travel and activity advance and reimbursement.

  • Travel to the project sites/regions as needed to facilitate payment for training, workshop, meetings

  • Ensure timely payments including withholding taxes and submitting the same to revenue authorities as per Ethiopia taxations laws. Reconcile each month the tax withholdings with the deposits

  • Update standard operating procedures, internal control system and keep financial policy and procedures up to date

  • Ensure timely payment or tax and pension contributions to the relevant government
    offices both at the federal

    Operations

  • Maintaining up-to-date asset inventory log per USAID requirements

  • Ensure that organizational assets are properly insured and licensed, and repair, replacement and disposal of all office supplies, utilities, equipment and assets are done according to approved procedures.

  • Carrying out on spot and periodic checks to ensure that use of project resources follows IntraHealth and donor policies and procedures.

  • Ensuring compliance with administrative policies (e.g. travel policy, per diem policy, etc) and maintain and update in-country administrative policies as needed.

  • Serving as liaison with landlords, maintenance and security services and related vendors for project office space.

    Procurement

  • Supervising the procurement, inventory and maintenance and insurance coverage of office assets and equipment, including leases and vehicles.

  • Preparing procurement requests and bids for all project procurements.

  • Assist with consultant hiring including maintaining database for all consultant documents, ensuring the documents received are correct and payments are made to all in-country consultants.

  • Managing organizational risk and liability, particularly related to ensuring compliance with all relevant USAID regulations and local laws pertaining to local staff hiring and procurement

    Job Requirements

    Education & Experience

  • University Degree in Accounting, Management or Professional Qualification such as CIMA and ACCA.

  • At least five years working experience in financial management and accounting with at least 2 years of working on USAID funded projects

  • Experience and high level proficiency in Microsoft Office. Demonstrate experience in use and maintenance of computerized Financial Accounting System. Experience in QuickBooks preferred.

  • Experience in cash management

  • Knowledge of Generally Accepted Accounting Principles.

  • Knowledge of USAID regulations related to financial management desired

  • Excellent oral and written communication skills in English desired.
