2. General context of the mission

INTERSOS is present in South Sudan since 2006, starting its operations in the country from Bor, Jonglei State. INTERSOS central office for South Sudan is based in Juba and had several field bases in Jonglei State (Bor, Ayod, Nyirol, Uror, Akobo and Pibor), 1 in Western Equatoria (Yambio), 1 in Upper Nile State (Malakal), 1 in Unity State (Bentiu).

After 2013 conflict, as field bases, INTERSOS started to operate within UNMISS PoCs in Juba, Bor, Bentiu and Malakal. In September 2014, however, INTERSOS has moved out from UNMISS base in Bor and has its own compound in town shared with other two INGOs.

In the framework of the present crisis INTERSOS has immediately intervened in Juba, UN House and Tongping, in NFI and Protection sectors. The operation has been extended also to the PoCs of Bor, Malakal and Bentiu with activities in the field of Protection, both GBV and CP, Education, NFIs/Shelter and WASH.

3. General purpose of the position

The Finance Officer is responsible for the proper technical performance of all accounting-financial activities of the mission and its projects. In this context, he/she ensures the correct and effective management of financial resources, in accordance with the Organization procedures.

4. Tasks and responsibilities

  • Work closely with the HoM to ensure compliance with INTERSOS and donor procedures in
    a very challenging context with several logistic and administrative constraints which require dynamism to achieve results
  • Assist in country and project accounting and coordinate administrative personnel, in a mission with implementation of activities spread among 5/6 territorial states in the country
  • Collaborate in preparing the country and project economic and financial plans
  • Be responsible for cash account administration, with particular focus on accounting of funds transferred and spent in field locations where a strict and constant control is challenging
  • Assist in drafting all interim and final financial reports, and submit them to project managers and Head of Mission for approval
  • Ensure compliance with local labor laws, in a context where not all the aspects are univocally interpreted
  • Assist the Head of Mission in drafting new proposals and concept notes, in a humanitarian environment with continuous different needs raising in different locations and with regular interactions with funding agencies (mainly UN agencies) with short and unexpected requests of budget proposal and revisions from their side
  • Any other duties not listed, but considered necessary to the mission and as directed by the Head of Mission

    5. Position requirements

  • Advanced university degree in finance, business administration or other related field
  • Minimum of 5 years of relevant work experience in emergency and humanitarian, in field locations too
  • Strong understanding of the humanitarian emergency operating context, the humanitarian system and its flexibility, donors and their high demanding, security and financial management in humanitarian context
  • Donor compliance and reporting
  • English is mandatory
  • Computer and admin/finance skills
  • Strong representation and negotiation skills, demonstrated leadership and interpersonal skills, towards third actor and colleagues (both national and international)
  • Commitment, integrity, pragmatism
  • Good communication skills, drive for results approach
