International Rescue Committee Supply Chain Coordinator Jobs in Uganda;The Supply Chain Coordinator is a key position to the success and delivery of quality programs. The role is accountable for the design, planning, execution and monitoring of supply chain activities at the country level, ensuring compliance with IRC and donor regulations.
Responsibilities span procurement, inventory, construction management, property and asset management, vehicle and fleet management, and pharmaceutical supply chain oversight.
Key Responsibilities
Supply Chain Planning
Prepare consolidated annual procurement plans and sourcing strategies.
Participate in project cycle meetings to address supply chain issues.
Ensure training and capacity building plans are developed and budgeted.
Procurement Management
Develop country procurement strategies and ensure compliance with IRC and donor policies.
Lead market surveys, manage bidding processes and negotiate high‑value agreements.
Organize procurement trainings and identify fraud/corruption red flags.
Inventory Management
Manage warehouses, drug storage, cold chain and food commodities.
Implement inventory policies, cycle counts and disposal procedures.
Assets Management
Conduct asset needs assessments and maintenance plans.
Ensure quarterly spot‑checks, accurate reporting and disposal processes.
Logistics & Fleet Management
Oversee fleet operations, vehicle procurement, maintenance and reporting.
Ensure compliance with IRC fleet policies and local regulations.
Compliance & Ethics
Identify compliance risks and implement strong procurement controls.
Ensure segregation of duties and donor guideline adherence.
Staff Management & Development
Recruit, train and supervise supply chain staff.
Conduct performance evaluations and succession planning.
Pharmaceutical Supply Chain
Forecast and plan pharmaceutical supplies with health teams.
Implement IRC pharmaceutical quality assurance policies.
Construction Management
Supervise construction consultants
and engineers.
Ensure timely procurement, approvals and compliance with safety standards.
Key Working Relationships
Reports to: Senior Field Management Coordinator
Directly Supervises: Supply Chain Manager, Construction Consultant, Construction Engineer, Transport Manager, Supply Chain Officer, Systems Officer
Internal: HQ, Regional and Country Supply Chain staff, Program departments
External: Logistics clusters, NGOs, inter‑agency groups, foundations
Requirements
Education
Master’s Degree in Procurement & Logistics or relevant field.
Advanced professional certification in supply chain management preferred.
Work Experience
8 years progressive supply chain experience, 3 years at similar level.
ERP environment and data analysis experience.
Knowledge of donor guidelines and SOP development.
Leadership & Management
Minimum 5 years’ people management experience.
Proven ability to lead multi‑disciplinary teams across multiple locations.
Skills & Competencies
Flexibility under hardship conditions.
Strong financial management and budgeting skills.
Excellent training and coaching ability.
Strong collaborator with effective interpersonal skills.
Ability to travel to remote field offices.
Language
Fluency in English required.
