International Rescue Committee Senior Program Quality and Learning Officer, POWER Partnership Jobs in Uganda;The Senior Program Quality and Learning Officer coordinates quality and learning across six POWER country programs. The role ensures technical quality against IRC’s Women’s Protection and Empowerment (WPE) standards and the IASC GBV Minimum Standards, supports partnership learning, and tracks delivery against scope, timeline, and budget.
Responsibilities
Program Quality & Technical Oversight
Provide quality oversight across six country programs to ensure survivor‑centered response, case management, safe spaces, clinical and MHPSS referral pathways, and social norms work meet IRC WPE standards
Serve as the connective link between the POWER partnership and the WPE Global Practice, translating standards into partnership contexts and sharing learning upward
Support sequencing of prevention and social norms activities based on women‑led community analysis
Maintain coherence of approach across countries while allowing contextual adaptation
Track and report delivery against scope, timeline, and budget, flagging deviations early for adaptive management
Ensure MEAL and program data inform program adaptation and connect evidence to wider sector trends
Learning, Evidence & Advocacy
Lead design and delivery of the partnership learning pillar, coordinating cross‑country learning cycles and documentation
Position women‑led safety audits as community‑generated risk analysis feeding into decision‑making
Build evidence on enabling and constraining factors for change in protracted crises, surfacing challenges honestly
Ensure learning is co‑owned with partners and informs their institutional positioning
Support the partnership’s advocacy pillar, linking community‑generated analysis to local, national, and global advocacy
Work with policy colleagues to ensure evidence informs IRC’s donor and multilateral engagement
Partner Capacity Strengthening
Support institutional strengthening of women‑led and local partners across governance, finance, safeguarding, and MEAL
Strengthen partner surge and emergency response readiness under the emergency response pillar
Advance localization by
co‑designing tools and thresholds with partners rather than imposing them
Support broader civil society and women’s movement ecosystems connected to the partnership
Strategic Focus on Women & Girls in Conflict Settings
Ensure program design and adaptation center on women and girls affected by conflict and displacement
Support conflict‑related sexual violence‑sensitive practice, including safe documentation and clinical pathways
Keep adolescent girls visible as a distinct group within programming
Partnership & Donor Relationship Management
Coordinate technical delivery and reporting across countries in collaboration with the Awards Management Unit (AMU)
Contribute technical content to AMU’s communication with Irish Aid and the Department of Foreign Affairs
Coordinate across country teams and IRC technical, advocacy, awards, and finance functions to maintain coherence
Provide input to design and negotiation of the next Strategic Partnership phase (post‑2027)
Requirements
Education
Advanced degree in Social Work, Gender Studies, International Development, Human Rights, Public Health, Law, or related field
Experience
Minimum 8 years’ professional experience in GBV, WPE, or protection programming in humanitarian and conflict‑affected settings
Experience in partnership and locally‑led social action, program quality or learning, and multi‑country grant management
Skills & Competencies
Strong technical grounding in WPE practice and IASC GBV Minimum Standards
Experience in feminist partnership and localization with women‑led organizations
MEAL and learning capability with ability to surface complex findings
Program and grant management across multiple countries with adaptive management systems
Ability to translate evidence into policy‑relevant framing for donors and multilaterals
Contextual and political sensitivity across diverse and insecure settings
Sound safeguarding and Do No Harm judgment, especially in conflict‑related sexual violence contexts
