Job Description

Scope:

The Senior Finance Officer –Sub-grant’s is in charge of the IRC Ethiopia Program sub-grant management functions, including managing Budget Vs Actual, partnership capacity building and assisting the finance manager on grant and subgrant management.

Detailed Responsibilities:

Partnership/Sub-grant Process:

Work with the Partnership unit and technical staff to organize capacity and risk assessments for partners.
  • Help facilitate the sub-award proposal review process as needed
  • Further, develop partnership templates and contracts in conjunction with the Partnership unit and finance controller /grants.
  • Work in collaboration with Operation, other IRC finance team, and program staff to manage sub-agreements.
  • Contribute to IRC Ethiopia partnership strategy development as needed/requested.

    Partner monitoring & financial report verification:

  • Support the emergency response team in monitoring sub-grantee partner donor compliance and progress against objectives, developing monitoring tools as needed.
  • Liaise with partnership unit for timely submission of accurate financial reports.
  • Conduct monitoring trip to existing sub-grants
  • Carry out all Pre-Award Assessments – including the defining of capacity building issues – for prospective partners and feedback to CP staff and HQ, in a timely and comprehensive fashion
  • Review financial report submitted by partners and provides immediate feedback as necessary
  • Carry out subsequent visits to partners who are selected, in order to develop a Capacity Building Plan with specific action points, incorporating this into the negotiation phase for the Sub-Grant Agreement transfers
  • Conduct training to IRC partners finance staff
  • Subgrantee finance Manager in regular review of subgrant policy and roll-out of new policies.
  • Manage the sub-award closeout process in compliance with donors and IRC regulations
    Coordinate communication between IRC Finance, grants, program, and subgrantees.
  • Ensuring that all partners submit their financial report on timely fashion and fund to be transferred to partners without delay
  • Assist on post-award monitoring and field visits to ensure that IRC requirements are being followed by the subgrantees.
  • Ensure budget and other operational policies and producers are respected by partners.

    Month-end Activities

  • Review cash and bank journals for completeness and accuracy.
  • Review journals from the Field office for completeness and accuracy.
  • Post journals in SUN System after review by the Finance Manager-Operation.
  • Perform balance sheet account reconciliation and bring to the attention of the Finance Manager-Operation any matters that require his/her intervention.
  • Perform SUN Backup for the master files.

    Capacity Building:

  • Contribute to the development of a capacity-building strategy, particularly under the emergency response program.
  • Work with Partnership unit, and operations and technical teams to schedule and implement capacity building plans which may include formal training, mentoring, and experience sharing visits.
  • Work with Partnership manager to establish linkages with other organizations that have capacity building programs, with the aim of experience sharing.
  • Track and document assessments
    of the impact of capacity building interventions, including regular reports/updates on partner capacity building activities.

    Documentation and Reporting:

  • Maintain comprehensive electronic files for the emergency response program, including partner files. And hard copied in their respective sub-agreement box files and label them correctly.
  • Working with the emergency response team, review monthly internal reports, compile and submit partner reports into overall donor reports, and support government reports/agreements for the emergency response program as needed/requested.

    Budgets

  • Assisting in the preparation and maintenance of the country’s Operating Budget to ensure data is complete and maintained on a timely basis.
  • Preparation of monthly management reports analyzing the use of sub-grantee funding versus approved allocation as well as spending analysis.
  • Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.
  • Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.
  • Upload budget to online on time.

    Other Duties

  • Contribute to the overall proper functioning of the Finance department by taking on any other duties assigned by the supervisor.
  • Contribute to the overall improvement of the financial and accounting system in ETHIOPIA by providing a recommendation to supervisors for consideration on specific areas that could be improved.
  • Contribute to teamwork and team play.
  • Any other duties assigned by the supervisor

    Job Requirements

  • 3 years of relevant work experience with MA Degree, 4 years for a first degree, 6 years for diploma in Accounting, Management, Economics or related social science fields with a recognized professional certificate in accounting such as CPA.
  • Good written and verbal skills in the English language.
  • Basic proven managerial skill.
  • Must be comfortable in being a proactive member of the department. Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.
  • Must be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements
  • Ability to carry out responsibilities independently with minimal technical support from within the organization.
  • Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.
  • Good at the role of facilitator and a team player in solving problems.
