International Rescue Committee Safety and Security Assistant Jobs in Garissa

Under the direct supervision of the Field Office Manager, the Security Assistant is responsible to provide operational security and safety support to the programs area of activities and safety of staffs, Clients and property in Garissa is not compromised. He/she is responsible for field Monitoring and reporting on security matters.


To assist the FSSO in enforcing safety and security policies and procedures. To conduct facility assessment as well as assessment of threats and provision of advice to mitigate risks’/He is responsible of conducting specific in house training for G4S security guards and nationals staff.

S/he ensures reinforcement to compliance with guidelines and all standards operating procedures and principles as outlined in the IRC Way.

Specific Responsibilities:

  • Ensure proper implementation of the safety and security policies, procedures, processes and guidelines including evacuation, security audit, drills etc
  • Provide leadership to both national and incentive security guards at the highest level through setting and enforcing performance by setting goals for national guards and handling discipline concerns among national and incentives staffs in line with the policy.
  • Maintain reporting system of incidents occurring within IRC Garissa program and giving appropriate updates within a timely framework.
  • Identify safety and security needs for IRC office and premises and ensure the availability of adequate lighting, equipment and other resources
  • Train staff on safety and security, making sure that all staff members are familiar with organizational contingency plans regarding incident response.
  • Provide all staff with regular safety and security briefings and updates, and ensure that all staff adhere to security policies and procedures and ensure new staff undergoes orientation briefing immediately on arrival.
  • Report Incidents occurrences to the Manager and Safety & Security Officer for management.
  • Assist the SSO in maintaining communication gadgets and train staffs on the usage of equipment.
  • Attend and represent the department /organization in any security related and management organized meetings or as may be directed by the Manager/SSO.
  • Maintain the filing system and take care of all the assets that are in the office and ensure at improving.
  • Conduct regular security and risk assessments for all IRC operational areas
  • Organize and facilitate staff evacuation in emergency situations or staff in critical medical conditions.
  • Monitoring movements of staffs, goods and fleet to respective destinations.
  • Liaise with UN agencies, NGOs and other external actors to gain security information and analysis.
  • Ensure vehicle and staff movement are monitored through structured radio checks and contacts with all field staff and vehicles.
  • Ensure that all communication, security and fleet assets are recorded and assets inventory list is updated, among other procedures
  • Ensure all the necessary safety and security equipments are available and in good condition and all staff are trained on how to use.
  • Promptly inform the manager who will therefore inform IRC Nairobi office on any field observations requiring the revision/update of standing security and safety policies or procedures.
  • Work closely with Safety & Security Officer on security related issues.
  • Organize armed programmatic escort needs with the police, Kenya Police Reservist and Administration police and ensure the convoy leader and
    hired escort guidelines are enforced and adhered to for all IRC Movement.
  • Assume the role of Safety & Security Office while on leave R&R.
  • Any other duty assigned by the supervisor.

    Key Result Areas

  • Sound management of security personnel including staff deployment rotas, leave/off planning and refresher trainings.
  • Thorough and comprehensive incident reporting.
  • Enforcement of safety and security SOPs compliance including incident reporting.
  • Situation analysis and intelligence gathering to assess evolving risks or threats.
  • Ability to fill in for the supervisor as well as representing the department in security and related meetings.
  • Daily Monitoring of field sites Activities.

    Qualifications

  • Training in safety and security professional.
  • 3 years’ experience in Safety & Security work.
  • Good investigative and reporting skills
  • Ability to coordinate and plan
  • Able to work with limited supervision
  • Computer skills.
  • Team player
  • Keen to detail
  • Proactive and reliable. A minimum of 3 years’ experience with a humanitarian organization in supervisory position especially in a refugee set up.
  • “O”Level or KCSE Certificate and above with experience in armed forces, Police, military or security training being an added advantage
    Knowledge in communication, VHF, HF radios and thuraya
  • Good communication skills.
  • A certificate of good conduct and proper discharge documents for ex-service staff.
  • Physically fit and in sound health.
  • Good communication skills and able to work in a team.
  • Flexible and able to work under pressure, under minimal supervision.
  • Ability to work closely, professionally and constructive with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
  • Computer literacy and fluency in Somali
  • Language will be an added advantage
