International Rescue Committee Regional Technical Advisor Education Jobs in Uganda; The PlayMatters Technical Advisor for Education provides technical leadership to ensure Learning through Play (LtP) is implemented effectively across content, facilitation, and teaching materials. The role supports country teams, collaborates with Policy & Advocacy, Research, and MEL teams, and strengthens partnerships with system actors and external partners.
ResponsibilitiesContent Ensure PlayMatters’ definition of Learning through Play is clearly understood and implemented.
Provide technical guidance for designing, adapting, and scaling active teaching and learning content.
Support multimedia enhancements and digital solutions, including distance learning.
Track and analyze content use and adaptations across countries.
Develop systems for collaboration and sharing of content across partners.
Implementation & Quality Improvement
Guide country teams in designing evidence-based, cost-effective, and scalable programs.
Support quality improvement through supervision, coaching, and monitoring.
Track and analyze implementation models across countries.
Scaling & Sustaining LtP Programming
Align content and program models with local/national education standards.
Collaborate with Policy & Advocacy to integrate LtP into policies and systems.
Ensure crisis-adapted education models align with project vision.
Support co-design processes with system actors.
Identify opportunities to expand and sustain PlayMatters beyond the grant period.
Facilitate uptake of scale components of PlayMatters core package.
External & Internal Representation
Provide regular updates to senior management on successes and challenges.
Guide and assist in report writing
and donor communications.
Raise the profile of PlayMatters internally and externally.
Participate in strategic education forums and identify policy entry points.
Key Working Relationships
Reports to: Deputy Project Director, Technical
Indirect Reporting: Country Policy and Advocacy Coordinators
Internal: HQ & Global Field Teams, Senior Policy Advisor (Education TU), Global Practice Lead (Foundational Learning)
Skills & Competencies
Extensive experience in teacher professional development, curriculum design, and program design for active teaching and learning.
Primary or pre-primary teaching experience.
Proven ability to provide technical assistance, guidance, and coaching.
Experience in conflict/crisis settings and humanitarian programming.
Strong interpersonal, oral, and written communication skills.
Ability to work independently, set priorities, and solve problems.
Experience working in East Africa’s education sector.
Fluent in English; knowledge of other regional languages preferred.
