International Rescue Committee Regional Education in Emergencies Advisor Jobs in Uganda
The Regional EiE Advisor will oversee the PlayMatters Crisis Modifier (CM) and EiE strategy across Ethiopia, South Sudan, and Uganda. The role ensures technical quality, capacity strengthening, and learning from implementation, while supporting education systems resilience and humanitarian-development coherence.
ResponsibilitiesProgram Strategy Develop and execute PM CM strategy, integrating DRR, Preparedness, Anticipatory Action, Rapid Response, and Sustainability.
Develop and update context-appropriate EiE strategy for PlayMatters.
Sit on PM CM Steering Committees to ensure proper implementation.
Advise on preparedness and rapid response plans, co-funding opportunities, and technical response design.
Adapt teacher education and training materials for EiE contexts.
Program Quality, Management & Implementation
Ensure projects meet humanitarian standards (INEE, SPHERE, Child Protection).
Identify and mitigate risks impacting delivery and compliance.
Coordinate PM CM activation process with approvals.
Provide technical leadership for CM and Anticipatory Action activities.
Collaborate with PMCs, Global Practice Leads, and EiE Advisors to integrate evidence and best practices.
Conduct needs assessments to inform activity design.
Contribute to Partner Capacity Analysis and support plans.
Review partner tools, reports, and data; recommend adaptations.
Coordinate with RMEAL team for monitoring and evaluation.
Document lessons learned and share with Technical & Evidence Team.
Staff Learning & Development
Provide technical support to PMC Outcome 3 leads.
Coach, train, and mentor consortium staff on EiE and Anticipatory Action.
Coordination & Representation
Update IRC’s representative in technical working groups and clusters.
Ensure alignment with other LF-funded Rapid Response Mechanisms (Save the Children, NRC).
Professional Standards
Mainstream gender, protection, and environmental stewardship in programming.
Monitor
team safety and security; report concerns promptly.
Adhere to IRC Way Standards for Professional Conduct.
Demonstrate commitment to gender equality, diversity, and inclusion.
Address barriers to inclusion for marginalized groups.
Promote ongoing learning and reflection on biases.

Reports to: Deputy Project Director, Technical
Indirect Reporting: Country Policy and Advocacy Coordinators
Internal: HQ & Global Field Teams, Senior Policy Advisor (Education TU)
Skills & Competencies
Strong knowledge of EiE tools, resources, and standards.
Experience developing training materials and facilitating workshops.
Excellent budget planning and management skills; multi-million, multi-donor grants experience.
Proven ability to manage diverse teams under tight timelines.
Strong verbal communication and external representation skills.
Technical writing ability in English (proposals, reports).
Ability to apply skills in implementation, advisory, and training roles.
Team-oriented, flexible, and resilient under pressure.
Experience in insecure/conflict settings and remote management preferred.
Excellent English writing/editing and computer skills.
Working Environment
Standard office environment, Kampala-based.
