Job Overview:

The Project Manager will be based in Kabingo, Isingiro district and will oversee all aspects of WPE program in Nakivale and Oruchinga settlements in Isingiro district, which includes comprehensive response services and prevention interventions in response to the current humanitarian need.

With direct management support from the WPE Coordinator and the Deputy Director of Operations, they will ensure that the goals and objectives of the program are met in a timely and effective manner.

Specific responsibilities include overall oversight of service delivery, monitoring and evaluation, professional development and training of national staff, project cycle management of grants and budgets.

He/she will provide appropriate mentorship to the WPE teams across the two field sites and promote coordination among the local stakeholders.

The Project Manager will report to the Deputy Director of Operations.

Specific Duties & Responsibilities:

Program design and implementation

  • Assume primary responsibility for project management and implementation, and ensure compliance with the donor agreement and project proposal, proactively notifying the Deputy Director of Operations and WPE Coordinator if issues arise.
  • Lead project planning, and oversee program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
  • Participate in the program development and design process through assessments, proposal writing and budget development.
  • Develop and deliver the provision and quality of trainings on GBV core concepts and other key GBV resources for WPE staff, GBV actors, community members, and service providers.
  • With support from the WPE Coordinator, work with the rest of the sector team to develop work ,procurement and spending plans for running grants.

    Communication and reporting

  • Compile and prepare quality periodic project progress reports, as well as final reports, and feed in other information as required by donors, the Regional Office and the Technical Unit.
  • Prepare quality weekly and monthly reports that meet standards and timelines
  • Ensure project monitoring and evaluation systems are regularly updated to inform reporting,
  • Ensure proper program and donor visibility in the project sites
  • Lead data analysis and interpretation exercises with the project team to inform programming and advocacy
  • Ensure that project teams understand, maintain and follow ethical practices in data sharing and communication with external audiences in accordance with the Information Sharing Protocol for GBV actors

    Human resource development and management

  • Lead on the recruitment of sector staff in collaboration with WPE coordinator and Human Resources Department.
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the WPE program.
  • Provide ongoing supervision, mentoring, training and technical support and guidance to WPE staff, and ensure all adhere to best-practice principles in all aspects of program implementation.
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly.
  • Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.
  • Ensure WPE staff understand and follow the IRC way and donor Policies and Procedures.
  • Ensure regular communication with the WPE and DDO and other internal departments regarding the project’s progress and processes.
  • Identify training needs of WPE staff according to the performance management evaluations and identify appropriate external training that will enhance their skills.

    Coordination and networking

  • Ensure effective working relationships with government agencies, donors and partners to ensure adequate representation and collaboration.
  • Represent WPE at regular working group meetings, reviews, strategic planning; and assist in the preparation of new initiatives for the program.

    Field Management

  • Coordinate all operational functions in Kabingo, Nakivale and Oruchinga, including Supply Chain, IT, for overall management of the operational support team.
  • As the Security Focal Point of the field site, ensure that all staff in the field site understand IRC’s security regulations.
  • Represent the IRC
    with local government authorities (administrative, sectoral and security officials), non-state actors, beneficiaries, communities, UN agencies, NGOs, and donors at the field site level as well as raise IRC visibility around response planning and implementation.

    Key Working Relationships
  • Position reports to: Deputy Director of Operations
  • Position directly supervises: Prevention Officer, Response Officer, Monitoring and Evaluation Officer, Finance Officer, Supply Chain Officer

    Indirect reporting: WPE Coordinator
    Other internal and/or external contacts:

  • Internal: Close coordination with IRC Protection, M&E, Finance, HR, Operations, and SMT
  • External: Close collaboration with donors, local actors (local NGOs, UN agencies, government) and service providers

    Requirements & Qualifications:

    Education

  • Masters degree in Social Work, Gender/Women Studies, Public Health, or other appropriate fields; or a Bachelors in related field with equivalent experience

    Experience

  • Minimum of 3 years experience in the field of gender-based violence response, preferably working with refugees or conflict affected populations
  • At least 2 years experience working directly with survivors or developing, implementing or supervising shelter programs for survivors
  • Experience in field operation management is a plus

    Skills and Abilities
  • Strong understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery
  • In-depth understanding of the root causes of GBV, related international standards, and GBV prevention and response strategies
    Proven leadership, program management, mentorship and staff development, planning, analytical, interpersonal, and communication skills
  • Ability to listen, understand and realize clients’ ideas and viewpoints when facilitating sessions with Survivors, host communities and other stakeholders.
  • Demonstrable facilitation skills by guiding discussions, and encouraging others to freely express their views and actively participate in the decision making process.
  • Demonstrate inclusiveness when making staffing decisions and working with clients, partners and colleagues from diverse backgrounds.
  • Competency in writing progress and donor reports and proposals; familiarity with UNHCR , ECHO and SV desirable
  • Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
  • Ability to communicate sensitively and without judgment; good diplomatic and persuasion skills.
  • Ability to use good judgment when making decisions and to take accountability for decisions made.
  • Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries.
  • Good interpersonal skills including ability to gain trust and build relationships.
  • Ability to handle multiple tasks; proven self-initiative and problem solving abilities.
  • High standard of spoken and written English.
  • Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
  • Be able to work in a stressful setting and adapt quickly to changing environments; and willingness to travel to program sites
