International Rescue Committee Program Development Advisor Jobs in Kenya; The Program Development Advisor (PDA EA) supports country programs to pursue funding opportunities in line with IRC’s Business Development Strategy. The role covers all phases of business development — from opportunity identification to award signature — including donor engagement, pre‑positioning, proposal development, due diligence, and award negotiation.

Key Accountabilities

Planning & Strategic Leadership (15%)

  • Collaborate with country teams to identify priorities and support needs.

  • Gather donor intelligence and analyze resource mobilization trends.

  • Support donor engagement and positioning for new opportunities.

  • Facilitate technical brainstorming, partner analysis, and win theme sessions.

    End‑to‑End Proposal Development (60%)

  • Support full proposal lifecycle, including Go/No Go processes, templates, timelines, and recruitment.

  • Collaborate with technical units and country offices to design winning bids.

  • Provide quality assurance and compliance support on proposals.

  • Coordinate consortium partner inputs and regional reviews.

  • Review agreements for compliance and support award negotiation.

  • Maintain accurate electronic files and trackers.

  • Deploy to country offices to lead proposal development as needed.

    Donor & Partner Engagement (10%)

  • Contribute to IRC’s Partnership Ambition by supporting local and regional partnerships.

  • Coordinate inputs to donor meetings and represent IRC externally.

    Capacity Building & Training (10%)

  • Develop and deliver business development training.

  • Facilitate post‑submission debriefs and share lessons learned.

  • Support recruitment and onboarding of new grants
    and partnerships staff.

    Other Responsibilities (5%)

  • Contribute to AMU and regional strategic priorities.

  • Support translations and special projects as needed.

    Person Specifications

    Essential Skills & Qualifications

  • Experience developing humanitarian and development proposals for NGOs.

  • Familiarity with donor strategies (UK, EU, German, French, Scandinavian, US, etc.).

  • Experience collaborating with national and community‑based partners.

  • Experience in proposal budgeting.

  • Excellent communication and interpersonal skills.

  • Ability to collaborate effectively with remote and diverse teams.

  • Strong English writing skills.

  • Ability to multi‑task and prioritize effectively.

  • Willingness to travel internationally.

  • Fluency in English.
