Position Summary

  • The M&E Officer will work in close cooperation with the IRC M&E Manager, IRC MEAL Coordinator and RE:BUILD Senior Research Officer and will be responsible for all RE:BUILD M&E related activities, including increasing the program’s staff capacity on data collection methods, data analysis, data verification and result-based management (performance on indicators).

  • S/he directly reports to the M&E Manager with a dotted line to the RE:BUILD Project Manager.

    Overall Responsibilities

  • The M&E Officer will be responsible for all Monitoring and Evaluation (M&E) related actions (initiation, project start‐up, implementation and close‐out), providing technical M&E leadership with specific attention to data quality and use.

  • S/he will assess the current M&E systems used by IRC Uganda and the current capacity of RE:BUILD staff related to M&E, and based on this address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result‐based management.

  • S/he will also ensure that quality data collected is entered into a data platform; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of RE:BUILD to relevant stakeholders.

  • S/he compiles monthly data reports, assists in the narrative components, and prepares quality presentations for the review meetings while providing data trends to inform program decisions.

  • S/he works with, guidance of the IRC Uganda M&E Manager and MEAL Coordinator, and RE:BUILD Project Manager in writing donor reports and other reports required.

  • S/he will conduct frequent visits to the field and assess the quality of the project activities, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to RE:BUILD staff.

    Specific Responsibilities

    Under the supervision of the IRC M&E Manager, in collaboration with the RE:BUILD Project Manager, the Monitoring and Evaluation officer will:

    Technical

  • Work with the RE:BUILD team to develop a detailed M&E plan for RE:BUILD based on the project log frame to track progress against agreed indicators.

  • Track the M & E plan and frequently provide the program with trend analysis of tracked indicators while identifying the outliers.

  • Mentor and coach program staffs on data collection, reporting and data cleaning to inform required reports.

  • Support the Livelihood Center and program staff to frequently use data for program improvement.

  • Support RE:BUILD to engage in continuous data quality improvement.

  • Participate in quality of intervention monitoring together with the KCCA and RE:BUILD project staff while ensuring availability of data for assessing program quality.

  • Provide accurate information that informs the program review meetings.

  • Maintain an accurate and up to date RE:BUILD database

  • Maintain a good record keeping system and undertake continuous monitoring and regular evaluation of RE:BUILD activities.

  • Support the operation of feedback channels (logbook, client satisfaction and engagement surveys).

  • Support the recording of feedback, analyses and accessibility of feedback data for programmatic decision making.

  • Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user‐friendly information.

  • Manage electronic tools to prevent disorganization
    (Keep server data confidential).

  • Support the RE:BUILD Project Manager to ensure that donor, partners, and Senior Management data queries are addressed in an accurate and timely manner.

  • Take Lead in implementing the IRC’s monitoring for Action standards for the RE: BUILD Program with support from the MEAL manager/Coordinator and RE:BUILD Program Manager

  • Provide to the RE:BUILD project and KCCA with monthly reports on indicator trends.

  • Periodically document success stories and lessons learnt for the programs in implementation.

    Liaison

    • Liaise with KCCA’ and other partners’ M&E teams while ensuring that accurate and timely data on RE:BUILD is fed into KCCA’s information management systems and program reports.

    Communication/reporting

  • Provide regular feedback to the RE:BUILD Project Manager on project implementation.

  • Provide the program staffs with monthly reports on performance against indicators and trends.

  • Assist in preparation of donor program reports.

    Miscellaneous

  • Assist with any duties as requested by the RE:BUILD Project Manager.

    Qualifications

  • Bachelor’s degree in statistics, demography, Economics, M&E or related field. An advanced certificate in M&E, statistics will be of an added advantage

  • Postgraduate studies in M & E shall be an added advantage

    Job Qualifications

  • At least 2 to 3 years’ experience in a similar role either in humanitarian or development settings with proven success in implementing M&E systems from project initiation to close‐out stages.

  • Experience in data quality assessment and oversight

  • Experience in data analysis, trend analysis and interpretations.

  • Experience in continuous quality improvement.

  • Knowledge of the major evaluation methodologies.

  • Previous experience with an NGO in similar program.

  • Good experience of monitoring and evaluation of programs.

  • Strong facilitation skills, and strong understanding of how to safely and accurately collect feedback from all members of a community regardless of their age, gender, or other diversity factors

  • Computer literate in MS Word, Excel, internet, power point, etc

  • Knowledge of Mobile data applications such as Comcare, Kobo collect, Survey CTO and ODK would be added advantage.
