International Rescue Committee MIS Data Specialist Jobs in South Sudan; The MIS Data Specialist will oversee EFASS’s programme-level digital data infrastructure, including Kobo Collect, Power BI dashboards, and Qualtrics monitoring platforms. The role supports MoGEI capacity strengthening, education data systems interoperability, and delivery of the national Learning Outcomes and Quality Assessment (LOQA).
ResponsibilitiesMoGEI Secondment & Capacity Strengthening Build professional relationships with MoGEI Planning Department staff.
Transfer data management knowledge through structured capacity building.
Support MoGEI’s use of SSSAMS and EMIS for planning and policy dialogue.
Facilitate data governance arrangements and ethical frameworks.
Represent EFASS data interests in MoGEI planning meetings.
Support MoGEI’s engagement with development partners on data harmonisation.
Education Data Systems Strengthening
Lead redesign and improvement of SSSAMS for interoperability.
Develop cloud-based data architecture transferable to MoGEI.
Ensure interoperability between EFASS monitoring systems and national data.
Support integration of biometric IDs or pupil cards.
Resolve usability challenges across national, state, county, and school levels.
EFASS Programme Data & MEL Systems
Manage EFASS’s digitised monitoring system (Kobo Collect, Power BI, Qualtrics).
Design inclusive data tools aligned with Washington Group Questions.
Analyse learner-level data (enrolment, attendance, progression, CT eligibility).
Maintain live dashboards for adaptive decision-making.
Support LOQA design and delivery with disaggregated data.
Collaborate with RMEAL Lead and independent partners for rigorous data collection.
Integrate cash transfer data into EFASS infrastructure.
Lead analysis on enrolment, attendance, learning outcomes, inclusion, and cost-per-learner.
Ensure data safeguards, ethical protocols, and disability-inclusive standards.
Prepare technical reports and briefings for EFASS Steering Committee, FCDO, and MoGEI.
Qualifications
Master’s degree in relevant field; Bachelor’s with substantial experience considered.
5+ years in data management/MIS development; 3+ years in fragile states.
Expertise in data analytics, engineering, visualisation, and infrastructure.
Experience with EMIS/MIS systems (SSSAMS preferred).
Proficiency in Kobo Collect, Power BI, Tableau, Qualtrics.
Experience designing cloud-based data solutions in low-connectivity contexts.
Knowledge of South Sudan’s education data landscape desirable.
Experience in seconded/advisory roles within government ministries.
Proven ability to manage dual reporting relationships.
Strong track record of building trust-based relationships with government officials.
Experience with national learning assessments (EGRA, EGMA, LOQA).
Knowledge of disability-inclusive and gender-transformative data approaches.
Familiarity with FCDO-funded programmes and adaptive management frameworks.
Strong knowledge of data protection and ethical protocols.
Excellent analytical, reporting, and communication skills.
Experience coordinating data systems across multi-partner consortia.
Fluency in English; proficiency in Arabic or South Sudanese languages an advantage.
High cultural sensitivity, adaptability, and patience in fragile contexts.
