Job Description

  • The MEL Manager will be responsible for all MEL-related project actions (project start-up, implementation and close-out), providing technical MEL leadership within the region (Western, South western and Kampala) while collaborating with field based M&E staff, with specific attention to data quality and use,

  • s/he will be responsible for building capacity of staff in all MEL related work based on identified needs i.e. provide technical support on data collection methods, data analysis, data quality assurance, client responsiveness, gender analysis and result-based management.

  • S/he will also ensure quality data collected is entered into a data platform, data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to donors.

  • The MEL Manager will conduct frequent visits to field operations to assess the quality of the programme, MEL work, ensure understanding and compliance with MEL procedures and provide guidance and coaching to staff.

    Duties and Responsibilities

  • Ensure that all IRC- led projects within the region have a robust monitoring plan in place, developing monitoring and evaluation guidelines, frameworks and indicator trackers for the project, in close collaboration with the Program technical coordinators/Managers and MEAL coordinator;

  • Support IRC Program Managers and M&E staff in the region with the planning and implementation of baseline surveys, needs assessments, mid-term and end of project reviews/evaluations including preparation of Terms of References and designing and implementing appropriate evaluation methodologies;

  • Organize and facilitate periodic meetings with team members on MEL progress, challenges and way forward;

  • Manage project monitoring information system / databases to ensure efficient and effective collection, entry, and analysis of all project data (both quantitative and qualitative) and proper reporting of the outcomes of all projects;

  • Provide support to the program team in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of trends and the achievement of program objectives/outcomes.

  • Conduct field visits to field sites to mentor and coach staff on data collection, reporting and data cleaning to inform program and HMIS/DHIS reports.

  • Review reports to ensure accuracy and quality before submission to technical coordinators/managers.

  • Facilitate training of program staff and partners on monitoring and evaluation;

  • Develop monthly indicator tracking sheets for monitoring of program achievement on a monthly basis and follow-up with the field teams on the usage of the system;

  • Ensure knowledge management (KM), emphasizing on the staff access to a library of MEL knowledge to help them better design, implement and
    evaluate the program.

  • Conduct Project Data Quality Audits of the project where and when needed (i.e. suspicious data corruption with failure to fix it quickly).

  • Participate in the development of the program implementation strategy, annual work plans and other project tools;

  • Informs the program managers on the availability and short fall of data collection tools at field sites;

  • Support the operation of feedback channels (logbook, client satisfaction and engagement surveys);

  • Support the recording of feedback, analysis and accessibility of feedback data for programmatic decision making;

  • Work closely with the MEAL coordinator to ensure alignment to IRC standards including monitoring for action standards in all project aspects.

    Qualifications

  • Master’s in Biostatistics, Economics, public health or other field relevant to Data Management or Monitoring and Evaluation or Bachelor’s degree with more years of experience may also be considered.

  • Minimum 4 years field experience in project and program monitoring and evaluation, including: Project Monitoring and Evaluation System Design, Management of Monitoring Systems, Project Evaluation.

  • At least 4 years' experience developing MEL capacity and systems in an international NGO, and specifically in humanitarian settings preferred;

  • Practical experience in data analysis software and MOH data collection and management tools such as DHIS2, SPSS, Excel, Access and electronic data collection tools such as Comcare, ODK , Kobo tool.

  • Experience in managing large M & E program and managing & capacitating people

  • Proven experience of developing data collection tools

  • Proven training/capacity building skills in MEL

  • Excellent facilitation skills, and strong understanding of how to safely and accurately collect feedback from all members of a community regardless of their age, gender, or other diversity factors

  • Ability to handle multiple tasks; proven self-initiative and problem solving abilities.

  • Proven track record of quality performance in highly pressured environments.

  • Computer skills, including Word, Excel, Power-Point, and Access.
