International Rescue Committee MEAL Officer Jobs in Kenya; Reporting directly to the County Area Coordinator, the MEAL Officer will lead day‑to‑day Monitoring, Evaluation, Accountability and Learning (MEAL) for IRC’s Ebola Virus Disease (EVD) preparedness program among refugees and host communities in high‑risk areas of Kenya. The role strengthens data collection, quality assurance, accountability and reporting across target counties and refugee settlements, working closely with County Departments of Health, sub‑county coordination structures, health facilities, points of entry and community health teams to ensure program results are achieved and preparedness capacities are functional and improving.

Responsibilities

Leadership & Partnership

  • Support roll‑out of MEAL systems and approaches for the EVD preparedness program.

  • Build and maintain productive relationships with County Departments of Health and coordination forums.

  • Represent IRC at county‑level technical and coordination meetings.

  • Support county leaders and program staff in using data for evidence‑based decision‑making.

    Technical Implementation

  • Operationalise MEAL plan, results framework, indicator tracking table and verification systems.

  • Develop and maintain data collection tools and support routine data collection.

  • Set up and manage digital data tools (Kobo, CommCare, ODK).

  • Track progress against indicators ensuring correct sex‑ and age‑disaggregation.

  • Conduct routine data quality checks and verification visits.

  • Maintain audit trail linking reported results to means of verification.

  • Compile and share county‑level data summaries and dashboards.

  • Establish and manage community‑based complaints and feedback mechanisms.

  • Support design and data collection for assessments, surveys and evaluations.

  • Identify and document lessons learned and good practices.

    Capacity Building

  • Provide coaching and mentorship to community health promoters, data clerks and enumerators.

  • Support onboarding and training of county‑level data collectors and facility focal points.

    Client Responsiveness

  • Sensitize community
    members and stakeholders on IRC’s feedback channels.

  • Conduct focus group discussions with diverse community groups to solicit feedback and ensure confidentiality.

    Key Working Relationships

    Reports to: County Area Coordinator

    Technical Guidance from: MEAL / Measurement Lead

    Internal Contacts: County program staff, technical coordinators and field teams.

    External Contacts: County Departments of Health, sub‑county structures, health facilities, screening‑point teams, community health promoters and partner organizations.

    Requirements

  • Bachelor’s degree in Public Health, Epidemiology, Biostatistics, Statistics, Health Informatics, Monitoring & Evaluation or related field.

  • 3 – 4 years’ experience in MEAL functions within public health or humanitarian programs.

  • Experience operationalising results frameworks and indicator tracking systems.

  • Proficiency in mobile data tools (Kobo, CommCare, ODK) and Microsoft Excel; familiarity with EPI Info, STATA or Power BI is an asset.

  • Strong data quality assurance and analytical skills.

  • Experience managing community feedback and accountability mechanisms.

  • Excellent communication, interpersonal and organizational skills.

  • Working knowledge of data protection principles and safeguarding of personal information.

  • Willingness to travel extensively within counties and refugee settlements.

  • Fluency in English and Kiswahili.
