Job Description

The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries.

Since 1992, the IRC has provided life-saving services to refugees and vulnerable local communities in Kenya.

In Kenya, the IRC implements programs in the areas of integrated primary health care (including nutrition and HIV/AIDS); economic recovery and livelihoods; protection of rights; and women’s protection and empowerment in refugees camps as well as northern Kenya and Nairobi.

Through its Economic Recovery and Development (ERD) unit, the IRC is helping vulnerable refugees and host community members in Nairobi build their income and assets.

The program will work closely with local partners and private sector actors to offer employment and employ-ability support, training and business counseling and start-up capital through livelihoods centers and mobile services.

Market based principles and coordination with the private sector will be mainstreamed throughout approaches to ensure the most effective outcomes on employment, and client feedback and protection based needs will be deeply incorporated to ensure holistic services.

IRC is focused on encouraging the ability to become self-sufficient, particularly where livelihoods are concerned, for survivors of SGBV, youth, refugees preparing for repatriation, and other marginalized groups.

IRC will also focus on economic empowerment approaches that foster gender equity and equality given that women and girls are even more vulnerable in situations of crisis and where marginalization happens.

Scope of Work

  • The Livelihoods officer will work closely with the rest of the ERD implementing team to achieve the project objectives.
  • He/she will work closely with the Business training and Apprenticeship Officer in conducting Business and USLA trainings.
  • The officer will take lead in identifying Technical Vocational and Training Institutions for placing clients for skills acquisition.
  • He/she will follow up with the institutions to ensure that clients receive credible services and that their studies are not disrupted.
  • He/she will liaise with the finance team to follow up on the relevant documentation for fee payments and ensure that fees is paid in good time.
  • He/she will handle any complaints/feedback received ad liaise with the Clients responsiveness and accountability senior officer in handling the feedback.

    Specific Responsibilities
  • Identifying students to place in vocational institutions
  • Identifying TVETs to partner with IRC for clients’ skills acquisition
  • Support in recruitment of clients and registration in CommCare
  • Provide support in reviewing business plans, selecting business grant recipients and supporting disbursement of grant funds
  • Identify institutions for client internship and placement
  • Support in Developing, managing and keeping track of activity work plans and training implementation schedules to ensure timely delivery of services and achievement of objectives.
  • Support in developing, monitoring and data collection processes and carrying out regular monitoring visits to beneficiaries and partners to
    track program progress
  • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation.
  • Ensure confidentiality and ethical data collection throughout the monitoring and reporting phase.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

    Qualifications
  • Rich experience in working with refugees in urban setup
  • Experience in building livelihood options for vulnerable youth in informal settlements
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Strong leadership, analytical and organizational skills. Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.
  • Strong interpersonal, technical and planning skills. Comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Proven practical experience in partnership/stakeholder engagement and management
  • Proven report writing skills with a bias towards donor reporting
  • Excellent oral and written communication skills.
  • Good computer skills mainly excel, word, PowerPoint and experience with cloud based platforms
  • Fluency in English and Kiswahili.

    Required Qualifications
  • Bachelor’s degree in Business Administration, Humanities, International Development, Social Sciences, Management or other relevant field.
  • Minimum of 2 years professional experience in livelihoods and enterprise development approaches.

    Work Environment
  • The position will be based in IRC Kenya’s Rongai field site however on almost daily basis, the position will require a lot of movement to interact with clients in Kajiado County.
  • Kenyan nationals are encouraged to apply. International allowances are not available for this position.
