International Rescue Committee Finance Controller Careers in Uganda


Specific Responsibilities

  • Ensuring finance policy compliance

  • Ensure that the country office finance functions are in line with the IRC global finance policy and established organizational practices
  • Ensure that donor rules and regulations are adhered to in finance management of specific projects
  • Establish and implement Uganda specific finance systems, and guidelines
  • Work closely with the Country Director to discuss on finance management policies and provide timely advice on any issues related to compliance, fraud, under or over spending of project grants and finance staffing issues
  • Closely look at the issue of cost effectiveness and provide recommendations and guidance to the management team
  • Understand and share information related to local government (throughout Uganda) statutory requirements related to financial issues and ensures compliance with tax regulations and any other legal requirements

    Establishing effective internal finance controls

  • Ensure that established internal control systems for IRC are in place.
  • Review on effective implementation of these systems regularly and reporting any discrepancies to the Country Director
  • Oversees the protection of the country’s assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures
  • Ensure that the authorization matrix for the country program is updated and approvals are in line with the matrix
  • Review should include the allocation of salaries based on time sheets, and an overall assessment of the general controls that are in place, provide recommendations if necessary.

    Quality finance staff Management

  • Supervise and oversee all finance staff within the country program- Kampala and field offices (8 staff)
  • Ensure regular training of the staff on compliance issues and monitor performance
  • Organize a finance workshop (every 4 months) for all finance team and
  • Advice the CD on finance staffing issues for the country program, including issues of non performance, staffing gaps, training needs etc
  • Identify capacity building needs for the finance staff and ensure their participation in relevant training
  • Undertake regular training and orientation of the non finance staff on issues such as preparation of budgets, BVA report analysis and monitoring of spending

    Person Requirements

  • Bachelors degree in Accounting, Business Administration, Commerce or Finance from a recognized institution and a Master’s degree in Accounting or ACCA/CPA
  • Minimum six (6) years of experience at a senior supervisory level (finance functions) with international organizations
  • Experience with donor (DFID, EU, USAID, UN etc) regulations, budgets and reporting requirements
  • Experience in overseeing budgets above USD 5 million
  • Demonstrated experience in working with computerized accounting systems preferably in SUN, standard spreadsheet and database programs
  • Willingness and ability to undertake field travel and spend quality time monitoring operations
  • Must be sincerely committed to staff coaching, training and mentorship, with demonstrated success in this area.

    International Rescue Committee Finance Manager-Yumbe Careers in Uganda

    Job Purpose/Objective

  • The Finance Manager will be the head of financial matters in the Yumbe field office.
  • The position will supervise the Finance Officer and two (2) Finance Assistants.
  • The position holder will be responsible for budgets preparations and monitoring, cash flows and cash forecasts, financial reporting, staff/partner training and capacity building and overseeing day to day running of the field finance office.

    Key Responsibilities

    Field Finance Reporting

  • Ensure that the month is closed on 25th for all months but September, which is a fiscal year closing month in IRC on 30th.
  • Ensure that all cash books are closed and cash count conducted on 25th of the month.
  • Ensure that all bank books are closed and the period bank statements as at 31st are obtained at the month end.
  • Ensure all advances are reconciled at the
    month end as per advance policy.
  • Ensure that all outstanding invoices are paid before the end of the month to ensure they are recorded within the same month they are incurred.
  • Ensure that the financial reports are submitted to Kampala finance department on the 3rd of the next month for all months except September.
  • Ensure accrual transactions are cleared on time

    Required Qualifications:

  • Bachelor’s degree in Accounting, or Finance or CPA.
  • Advanced Diploma in Accounting from recognized College/Institutions
  • Computer literate with significant experience in excel, accounting package knowledge (SUN system) will be an added advantage.
  • Required Experience & Competencies:

  • Good written and verbal skills in the English language.
  • A minimum of three (3) years of accounting experience.
  • Ability to carry out responsibilities independently with minimal technical support.
  • The candidate should be mature, with stable
  • personality and ability to maintain confidentiality.

    International Rescue Committee Health Coordinator Careers in Uganda

    Key Responsibilities

    Technical

  • In collaboration with other health program colleagues and the Deputy Director of Programs, oversee the implementation of health projects implemented by IRC Uganda including the maternal and child health projects in Acholi and Karamoja regions, the refugee health program as well as any other health projects.
  • Provide technical supervision of and guidance to all IRC health projects. Extend technical support and supervision to the IRC’s implementing partners as needed.
  • Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO.

    Requirements / Qualifications

  • Bachelor’s Degree in Medicine. Advanced Master’s degree in relevant field, MPH preferred. Post graduate training in public health is essential.

    Work Experience:

  • Health professional with experience leading Health programs at senior levels.

    International Rescue Committee Health Manager Careers in Uganda

    Position Title: Health Manager

    Duties and Responsibilities

  • Under the supervision of Health Coordinator, the Health Manager will be responsible to provide oversight to quality Reproductive health services, medicine and supplies, EPI and facility WASH services in the IRC supported health facilities, health posts and catchment population.
  • He/she will be expected to work within the primary healthcare facilities and community in the catchment population and collaborate with the integrated community health program to implement project activities.
  • Responsibilities may include supervision of health staffs and developing project review meetings and coordinating with the appropriate stakeholders.

    Key Activities

    •In collaboration with the DHO, coordinate the organization and delivery of quality primary health care services to refugees and sorrounding host communities at IRC supported Health facilities, health posts and outreaches
    •Ensure project compliance with Ministry of Health Guidelines and protocols during delivery of health services
    •Provide technical supervision and guidance health program in Lamwo

    Qualifications:

    Education:

    • Medical Doctor (postgraduate qualification in public health or similar will be an added advantage)

    Experience:

    • At least 4 years working experience delivering health services within multi-sectoral programs.
    •At least one year working in a comprehensive primary health care program with refugees or conflict-affected populations preferred.
    • Experience and knowledge of the running of the district health system, delivering services within framework of INGO and Ugandan health sector strategic plan and policy.

    Skills and Abilities:

    •Experience in supervising staff, preferably in international organizational setting.
    •Excellent oral and written communication skills.
    • Excellent analytic and problem solving skills
