The Deputy WPE Coordinator will coordinate the day to day implementation of ongoing WPE activities in the settlements under Arua district, Uganda ( Imvepi and Omugo settlements).

In consultation with the WPE coordinator, he/she will lead the WPE managers from these settlements in contributing to the WPE program design, quality and timely implementation of all aspects of WPE programming, and ensure that all interventions are technically sound, follow international best practices, and are appropriate in meeting the needs of survivors of GBV and affected communities.

Main responsibilities

Program Development and Technical Oversight

  • In collaboration with WPE Coordinator and WPE managers, oversee the quality of design, monitoring and evaluation of WPE programming for Rhino extension and Imvepi, with an emphasis on ensuring consolidation of emergency program scale up in alignment with IRC’s best practices.
  • Lead the settlement WPE managers in the development of program monitoring tools and contextualization of IRC technical training materials as needed.
  • Participate in cross-departmental collaboration and coordination with Livelihoods, and Protection and Rule of law (PRoL) colleagues in implementation of the Uganda SAP outcomes
  • Support the field teams in development of sector annual and monthly work plans with clear objectives and indicators
  • In consultation with the WPE Coordinator, lead settlement specific needs identification to inform proposal development, program design and budgets
  • Work with WPE Uganda program staff to implement the IRC2020 Strategic Action Plan (SAP) for Uganda, including program alignment with relevant theories of change, as well as to develop new and update existing program components that align with the SAP priorities and the overall WPE country program strategy.
  • Actively lead on inter-sectoral assessments targeting settlements within Arua district and planning as required and provide guidance to other sectors’ project strategy to maximize the safety of women and girls.

    Program and Budget Management

  • Follow-up on direct program implementation, including monitoring timely implementation of workplans, procurement plans and spending plans.
  • Consolidate weekly and donor reports from the two settlements in Arua district and provide input to the SAP progress reports
  • Work closely with the WPE managers and data reporting officers to regularly update procurement, workplans and indicator tracking tools.
  • Contribute to the preparation of program reports and other information as required by donors, and the WPE Technical Unit.
  • In consultation with the WPE coordinator, ensure WPE projects adhere to the IRC theories of change and that outcomes are evidence-driven and evidence-generating
  • Conduct monthly review meetings with WPE managers on indicator and budget spending progress
  • Ensure that ethical and sound data collection and information management systems are being followed by program staff.

    Human Resources

  • Provide on-going direct supervision of WPE, including development of individual work plans
  • Supervise and provide regular technical feedback to WPE Managers and Officers in Imvepi and Rhino Extension and contribute to their performance reviews as required.
  • Lead the recruitment of WPE program
    staff under Arua district as needed in consultation with the WPE coordinator
  • Support staff capacity building initiatives and self care
  • Maintain open and constructive communication and relations with key support staff in Finance, Administration, and Operations departments

    Representation, Coordination and Advocacy

  • Support WPE Managers in establishing and maintaining effective working relationships with key government counterparts at the Office of the Prime Minister and Local Government with UNHCR and other UN, I/NGOs, human rights actors and other sub-national government actors.
  • Represent the IRC in GBV working group meetings, inter-agency coordination meetings, and bi-lateral meetings as required
  • Lead data analysis and interpretation processes with WPE teams for settlements under Arua district and use it to inform advocacy messages
  • Ensure GBV information sharing protocol for Arua district is followed and partners have clear understanding of it.

    Requirements

  • Advanced degree in public health, social studies, gender studies, or another related field.
  • At least five years of GBV/VAWG programming experience, including two years of international management experience in GBV/VAWG programming.
  • Familiarity with key donor regulations such as UNHCR, BPRM and ECHO.
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders.
  • GBV technical skills and knowledge and demonstrated ability to design/develop technical materials and deliver trainings/workshops, including understanding of core GBV survivor care principles and ethical concerns surrounding the collection, management, and sharing of sensitive survivor data.
  • Demonstrated skills and experience in complex program design and monitoring; strong analytical and strategic planning skills; experience developing and monitoring budgets, work plans and other program management tools.
  • Demonstrated team management skills with medium or large-size teams; experience with remote team management a plus.
  • Ability and interest to work with a diverse and multicultural team in a respectful and culturally appropriate manner; strong inter-personal communication skills.
  • Experience with the development and management of research initiatives as well as information management systems and data analysis a plus.
  • Excellent analytical, writing skills and fluency in English.
