Scope of Work

  • The Health Project Officer will be responsible for the direct implementation of the project aimed at contributing to polio eradication by enhancing surveillance for Acute Flaccid Paralysis (AFP) among the communities residing close to the South Sudan/ Uganda border and in the refugee settlements in Yumbe and Lamwo districts.

  • S/HE will be the focal person for the implementation of the community AFP surveillance program in the district and will work in close collaboration with the District Health team (DHT).

  • S/HE will provide on-the-job coaching and mentoring of health facility staffs especially in strengthening AFP case surveillance, detection and reporting.

  • The Health Project Officer will also participate in assessing staff capacity needs in regard to AFP surveillance and reporting at health Centre level, and coordinate all planned project trainings; and ensure that review meetings are held on time. Will also support health workers in compiling reports to the DHT.

  • S/HE will be responsible for provision of overall strategic and technical oversight of the project and to ensure the successful implementation of a quality project.

    Specific Responsibilities

    Technical

  • Identify training needs and coordinate the trainings, mentorships and coaching of the health facility staff and the VHTs in the district on Community-based AFP/disease surveillance.

  • In close collaboration with the district polio eradication focal persons support health workers and VHTs to conduct active case searching and reporting in the community.

  • Support district to effectively conduct community education on AFP.

  • Support the districts to compile the monthly activity reports including zero report on AFP cases

  • Collaborate with respective district to sensitize communities on national and sub national immunization days (NIDs & SNIDs), routine EPI.

  • Support the training of VHTs on NIDs & SNIDs activities.

  • Support the planning, implementation, monitoring & supervision of NIDs & SNIDs.

    Liaison

  • Maintain regular contact with the district health team on all matters pertaining to the project.

  • Co-ordinate with district health team, and other stakeholders to avoid duplication of services

  • Represent IRC at relevant related health partnership and coordination meetings

    Communication/Reporting

  • Provide regular feedback to the Health Manager on project implementation.

  • Assist in preparation of donor reports

  • Facilitate the health facility/VHT reporting requirements for project reporting.

  • Participate in the development of project work plans and
    reviewing them on a monthly basis with the DHT and Health Manager.

    Budget/Grants

  • Effectively and efficiently manage the budget ensuring expenses are appropriate and incurred according to schedule.

  • Participate in the development, reviews and tracking of program budgets.

  • Ensure and maintain accurate use of budget lines according to donor regulations.

    Supervision

  • In collaboration with health facility workers supervise VHT activities.

  • Ensure monthly supervisory information is compiled and is if of good quality.

  • In collaboration with the DHT, participate in the support supervision visits to the health facilities.

    Monitoring and Evaluation

  • Assist in the use of project monitoring tools at all levels including district, facility and community.

  • With support from the M&E officer, maintain a good record keeping system and undertake continuous monitoring and regular evaluation of the project activities.

    Miscellaneous

  • Assist with any other duties as requested by the direct supervisor.

    Confidentiality

  • Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty

    Qualifications

  • Medical background is a requirement i.e. Diploma in Clinical Medicine, Diploma in Comprehensive Nursing.

  • Bachelor degree Public Health/ Health Management or equivalent is an added advantage.

    Experience and Skills

  • Three A years working experience in Primary Health Care settings.

  • Experience working polio eradication programs.

  • Experience working with district health teams, health facility staff and VHTs.

  • Previous work with an NGO in similar programs.

  • Good experience in monitoring and evaluation of programs.

  • Good report writing skills.

  • Ability to enhance good interpersonal relationship.

  • Good communication skills.

  • A good command of both written and spoken English.

  • Good knowledge and application of Microsoft word, Excel and Power Point.
