Overall Objectives

  • BUILD seeks for urban refugees and vulnerable host residents to achieve economic self-reliance and benefit from strengthened urban economic, regulatory and social environments.

    The Project is Seeking:

  • FIVE enumerators for a quantitative household survey for NINE days, including ONE day of training and tool testing

  • TWO enumerators for the qualitative assessment work (FGDs and KIIs) for THREE days, including ONE day of training and tool testing;

  • ONE lead enumerator for NINE days, including one day of training tool testing.

  • The lead enumerator will be responsible for overseeing the data collection process including: mobilizing respondents for the following day; ensuring that forms are uploaded each day; maintaining oversight of data quality; managing overall logistics during the data collection process. The lead enumerator will work closely with the external consultant, the program managers and country level M&E staff.

  • RE:BUILD Team and the enumerators will test, coordinate, and ensure the timeliness and quality implementation of the Gender analysis targeting at least 200 respondents as part of a survey and 48+ participants in FGDs and KIIs.
    The data collected in the survey under the guidance of the lead consultant and IRC’s Gender Equality Advisor for East Africa will capture the clients’ perspectives during RE:BUILD inception phase in Kampala and help inform program design, and serve as a baseline.
  • The enumerators will collect data under the guidance of the lead enumerator using tablets for the survey, and detailed notes/and recordings where possible for the qualitative component.

  • The enumerators will be expected to sync the collected data into the server every evening and submit the tablets to IRC staff every evening. The tablets will be distributed to the enumerators every morning during the entire period that the exercise will take place.

    Duration

  • The data collection exercise will take 9 daysVO1 EM2 for the survey and 3 days for the qualitative data collection.

    Materials, Equipment and Logistic support

  • Finance – payment of the enumerators.

  • Tablets for use in data collection.

  • Internet bundles that will enable the teamwork to synchronize the data.
  • VO1Confirm the number of days.

  • EM2This includes one day of training and tools testing.

  • IRC will identify and inform RE:BUILD team on the best enumerators for the Gender Equality survey. The Consultant will then review/ and refine the sampling framework, assessment tools and data collection schedule; conduct the enumerator training; provide ongoing guidance to the team during the data collection process; clean and run an initial analysis of the
    data; and present initial findings to the RE:BUILD team as part of validation workshop.

    Terms of Payment and Utility

  • The IRC will incur all costs related to the hiring of the enumerators. This includes the daily amount paid the enumerators for 9 days in the case of the survey and 3 days in the case of qualitative interviews.

    Qualifications

  • Diploma or equivalent from a recognized institution

  • Other qualifications in M & E shall be an added advantage

  • Ability to manage own workload and deliver to deadlines

  • Ability to work independently and be confident in addressing a crowd

  • Experience working with tablets and computers for data entry

  • Experience administering surveys and/or conducting interviews

  • Previous research work experience is an advantage

  • Strong organizational skills, ability to take responsibility and prioritize efficiently

  • Strong attention to detail

  • Ability to enhance good interpersonal relationship.

  • A good command of both written and spoken English. Knowledge of Luganda, Swahilli, Somali, Lingala and/ or Amharic will be an advantage.

  • Excellent organizational skills

  • Works both independently and collaboratively with team members to achieve results.

  • Relates and works well with people of different cultures, gender and backgrounds.

  • Flexibility and prepared to work additional hours

  • Ability to multi-task

  • Able to respond rapidly to changing environments, yet remain productive and focused;

  • Strong and fast computer skills (primarily Word, Excel, and Power Point and outlook).
