International Rescue Committee Deputy Project Coordinator - Policy and Advocacy Jobbs in Uganda; The Deputy Coordinator – Policy and Advocacy provides strategic and operational leadership for PlayMatters 3.0’s policy influence, systems strengthening, stakeholder engagement and scaling agenda.

The role coordinates policy stakeholder engagements, ensures alignment with donor requirements and government priorities, and translates project evidence into education policy and practice.

Key Responsibilities

Policy Leadership & Coordination

  • Lead implementation and review of policy influence and systems‑strengthening plans.

  • Coordinate policy commitments across consortium and national partners.

  • Embed policy priorities in workplans, budgets and learning agendas.

  • Monitor emerging policy reforms and sector priorities.

    Policy Influence & Systems Strengthening

  • Institutionalize LtP in teacher development systems, curricula and emergency guidance.

  • Produce policy recommendations, position papers and technical guidance.

  • Support government adoption and scaling of project innovations.

  • Analyse policy developments and advise leadership.

    Government Stakeholder Engagement

  • Maintain stakeholder maps and influence frameworks.

  • Cultivate relationships with ministries, local governments, teacher institutions and partners.

  • Facilitate government ownership in planning, learning and scale‑up.

  • Represent project in technical working groups, sector reviews and consultations.

    Policy Evidence, Learning & Advocacy

  • Translate research and MEAL findings into policy briefs and advocacy materials.

  • Disseminate evidence via dialogues, workshops and conferences.

  • Document systems change, policy influence outcomes and scale achievements.

    Capacity Strengthening & Sharing

  • Align partner workplans with policy priorities.

  • Build partner capacity in
    policy engagement and advocacy.

  • Facilitate collective advocacy, learning exchanges and communities of practice.

    Policy Engagement Monitoring

  • Track progress against policy influence indicators.

  • Prepare reports, briefs and updates for leadership, donors and government.

  • Document stakeholder engagements and policy change outcomes.

    Qualifications & Experience

  • MA degree in Education, International Development, Social Sciences or related field.

  • 5+ years’ experience in policy engagement, advocacy, education reform or systems strengthening.

  • Experience working with government ministries, education institutions and development partners.

  • Strong understanding of education policy, teacher development systems and competency‑based reforms.

  • Experience translating research into policy influence.

  • Strong stakeholder engagement, facilitation and negotiation skills.

  • Proven ability to develop policy products and advocacy strategies.

  • Experience in multi‑stakeholder consortium programmes desirable.

  • Excellent oral and written communication skills.
