International Rescue Committee Deputy Director, Supply Chain Business Development and Program Delivery Jobs in Kenya; The Deputy Director, Supply Chain Business Development & Program Delivery is a senior global role responsible for making IRC’s supply chains fit for scale across ambitious health and humanitarian programming commitments.

The role translates strategic program targets into operational supply chain solutions at country level, while ensuring country realities inform global supply chain strategy.

Key Responsibilities

Leadership for Program Delivery

  • Act as primary GSC lead in business development and program scaling.

  • Implement strategic direction for pooled procurement, pre‑positioning frameworks, harmonized delivery models and digital systems.

  • Provide oversight for new thematic areas and coordinate with Research & Innovation on supply chain innovations.

    Business Development & Resource Mobilization

  • Lead technical design of supply chain sections in proposals.

  • Identify and position supply chain funding opportunities with donors.

  • Collaborate with program leads to embed supply chain in program design.

  • Maintain donor intelligence and contribute to bid assessments.

  • Mobilize partnerships with non‑traditional actors and support GIK initiatives.

    Implementation of Strategic Initiatives

  • Strengthen global forecasting and demand planning systems.

  • Collaborate with Global Procurement on sourcing strategies.

  • Improve quantification, storage, distribution planning and last‑mile delivery.

  • Roll out cross‑country improvements such as pooled procurement and LMIS integration.

    Capacity Building & Country Support

  • Provide technical support to country supply chain and health teams.

  • Strengthen forecasting, contingency planning and supplier management.

  • Deploy to high‑priority contexts and harmonize tools and SOPs.

  • Train staff and develop e‑learning modules.

    Monitoring & Reporting

  • Develop KPIs aligned to
    LMIS and I@S objectives.

  • Produce timely reports on supply chain performance and risks.

  • Document lessons learned and drive continuous improvement.

    Qualifications

    Education

  • Master’s degree in Public Health, Pharmacy, Supply Chain Management, International Development, Strategy or related field.

    Work Experience

  • Demonstrated experience in humanitarian supply chains, especially health commodities.

  • Proven track record in strategy development, forecasting, sourcing and distribution.

  • Experience in business development, proposal design and donor positioning.

  • Familiarity with donor landscapes (ECHO, SIDA, USAID, Gates).

  • Experience managing large‑scale portfolios and building partnerships.

    Skills & Competencies

  • Proficiency in data analysis and visualization tools (Power BI).

  • Digital supply chain literacy; LMIS and AI‑enabled solutions preferred.

  • Strong project management, analytical and problem‑solving skills.

  • Excellent communication and stakeholder management.

  • Fluent in English; proficiency in French, Spanish or Arabic desirable.

    Additional Information

  • Frequent travel up to 20%.

  • Collaboration with government agencies, INGOs, private sector and donors.

  • Remote/office‑based depending on location.
