International Rescue Committee Cash Transfer Lead Jobs in South Sudan; This role requires exceptional strategic leadership and adaptive programme delivery to ensure FCDO’s investment achieves maximum impact while protecting public funds in a high-risk environment. The position involves evidence-based decision-making, piloting innovative approaches such as anticipatory action triggers, and contributing to the global evidence base on cash transfers in fragile contexts.

Responsibilities

Strategic Design & Implementation

  • Lead nationwide cash transfer interventions targeting girls and children with disabilities.

  • Develop end-to-end processes for secure and timely delivery of cash transfers.

  • Design robust beneficiary identification mechanisms using Washington Group Questions.

  • Integrate cash transfer strategies with behaviour change communication (BCC).

  • Pilot innovative delivery mechanisms (mobile money, biometrics, climate-linked triggers).

    Coordination & Partnerships
  • Coordinate with GoSS, Cash Working Group, CCD network, Protection Working Groups, and donors.

  • Manage relationships with financial service providers to ensure competitive rates.

  • Engage with MoGEI and major donors (World Bank, WFP, GPE, ECW).

  • Represent programme in technical working groups and coordination mechanisms.

    Risk Management & Safeguarding
  • Develop risk mitigation strategies addressing fraud, diversion, theft, exploitation, and volatility.

  • Train cash delivery staff, SBMC/PTA, and agents on safeguarding and financial management.

    Monitoring & Adaptation

  • Monitor and adapt delivery mechanisms in response to displacement, climate shocks, and insecurity.

  • Design and oversee Post-Distribution Monitoring (PDM) with MEAL team.

  • Establish accountability, feedback, and complaints response mechanisms.

    Reporting
  • Prepare technical reports for FCDO
    on cash transfer activities, challenges, and achievements.

    Qualifications

    Education

  • Master’s degree in International Development, Economics, Social Protection, Public Administration, or related field.

    Experience
  • 8–10 years programme management; 5+ years in fragile/conflict-affected states.

  • Experience delivering cash transfers in South Sudan or similar contexts.

  • Knowledge of mobile money, biometric systems, and digital payment technologies.

  • Understanding of education sector dynamics and cash transfer linkages.

    Skills
  • Strong analytical and financial management skills.

  • Expertise in fiduciary risk management and anti-fraud measures.

  • Experience with disability-inclusive targeting methodologies.

  • Excellent communication and negotiation skills in English.

  • Ability to manage multiple implementing partners and government systems.
