Job Description

An International Non-Governmental Organization (NGO) is seeking resumes/CVs for a Monitoring and Evaluation (M&E) Officer to manage monitoring and evaluation efforts for the International Republican Institute’s programming.

Hiring for this position is contingent upon IRI receiving funds and its official registration with the government of Ethiopia.

The M&E Officer will work to ensure that all M&E responsibilities are implemented efficiently, timely and in line with the values of the organization.

S/he will work as part of the organization’s program team and assist in all M&E activities for IRI’s Ethiopia programming.

The organization is hiring individuals to work in Addis Ababa and may include periodic travel to other regions of Ethiopia.

Specific Duties and Responsibilities

  • Assist the Resident Program Director with IRI's M&E efforts in for the IRI-Ethiopia programs.
  • Collaboration with IRI’s regional M&E specialist in the field;
  • Develop M&E standard operating procedures for IRI-Ethiopia programming;
  • Develop program and activity specific M&E tools and systems.
  • Collecting and analyzing M&E data, managing an M&E database, and uploading the data to the USAID M&E system.
  • Work with IRI staff, both locally and in Washington, D.C. on ensuring that all important M&E data is captured.
  • Work with local and Washington, D.C. based program staff on writing monitoring and evaluation sections of reports and proposals.
  • Ensure that all activities are reported on properly, including all monitoring and evaluation information.
  • Research and write reports that include but are not limited to political updates, activity reports, success stories, and case studies;
  • Provide efficient and timely action on administrative and financial matters, written assignments and submission of reports;
  • Cultivate relationships and communicate with civil society organizations, relevant government officials, local partners, and members of the diplomatic and donor community on behalf of his/her supervisor, and represent IRI at public functions as requested;
  • Support program staff in identifying expected results, and develop benchmarks and indicators to track changes and measure progress during project implementation
  • Advise and assist program staff to develop MEL systems and work plans as well as data collection tools and monitoring processes
  • Design, lead and support internal evaluation efforts of projects including needs assessments as well as baseline, midline and endline evaluations
  • Produce and oversee others’ contributions to evaluation reports and presentations
  • Ensure data quality in alignment with USAID’s five data quality criteria
  • Design and
    conduct trainings on monitoring, evaluation and learning for IRI staff and partners.
  • Update and maintain program files and program participants’ contacts for monitoring and evaluation and internal reporting;
  • Advise the Resident Program Officer and senior management team on M&E needs for program implementation strategy in line with evolving context; and
  • Travel from time-to-time, independently and/or as part of a team, to various locations to support IRI’s programmatic objectives; and
  • Any other duties assigned by the Resident Program Officer or his/her immediate supervisor and/or on behalf of the organization.

    Job Requirements

    Qualifications

  • Undergraduate/graduate degree in political/social science, international relations or related field.
  • Minimum of three (3) years of professional experience in an M&E position responsible for designing and maintaining M&E systems, and implementing M&E activities of international development projects
  • Demonstrated understanding of the program theory-based approach to program design, monitoring and evaluation.
  • Knowledge of the major data collection methodologies (e.g. qualitative, quantitative, mixed-method) and analysis methodologies (including deductive and inductive coding)
  • Familiarity with common MEL elements of proposals including but not limited to: logical frameworks, performance monitoring plans and indicator matrices.
  • Experience with project design, planning and management tools that include but not limited to log frames, Gantt charts, monitoring and evaluation plans, and stakeholder’s analysis matrices,
  • Strong organizational skills, execution of tasks, and attention to detail required.
  • Ability to manage diverse activities and to meet deadlines required.
  • Ability to work independently and as a member of a team, coordinate and effectively meet program goals.
  • Proficiency with Microsoft Office Suite.
  • Excellent verbal and written communication skills in English. Fluency in English is required.

    Desired Qualifications:

  • Experience working on democracy and governance grants, or USAID-funded projects.
  • Familiarity with both qualitative and quantitative data analysis software, such as SPSS, STATA, R, NVivo, or Dedoose, preferred.
  • A demonstrated commitment to high professional ethical standards and a diverse workplace.
