Job Purpose

  • The potholder will be responsible for the coordination of the smooth financial management of the Sub-Office S/he will undertake responsibility for budgetary control and management to ensure effective and efficient utilization of resources in line with IPPF financial management policies and procedures as well the donor’s reporting requirements.

    Key Tasks

    Personal Specification

  • Exercises high degree of accountability through monitoring and ensuring timely submission of finance reports as required.

  • Oversees and supports all audit exercises across all programmes.

  • Ensure fully responsibility for financial controls and accountability.

  • Coordinates the preparation of budgetary planning and processes.

  • Ensures IPPF compliance with Donor financial regulations as well including reporting requirements.

  • Prepares financial reports, including annual budget execution reports, quarterly financial statements for programme and operational budgets.

  • Monitors and controls appropriate expenditures within the approved budget.

  • Liaises timely, with the Regional Office’s Operations to ensure smooth coordination of all financial related aspects of the Sub-Office.

  • Ensures and facilitates the provision of adequate financial resources for the Sub-Office programmes and activities.

  • Provides strategic advice and guidance on all issues of financial management.

  • Provides oversight functions on all procurement mechanisms in the Sub-Office.

  • Closely liaises with suppliers ensuring timely settlement of bills.

  • Adheres to programme expenditure reporting and helps to compile and monitor project budget expenditures.

  • Builds and maintain positive relationships with all members of staff, and contacts within and outside the Federation.

  • Familiarizes her/himself with IPPF’s Health and Safety Programme and Guidelines for using Visual Display Units. S/he shall do everything possible to ensure a healthy and safe working environment, including following instructions and guidance.

  • S/he takes collective responsibility for safeguarding as well as all organizational policies.

  • Undertakes any other tasks as assigned by the Head of Department or immediate supervisor(s)

  • Knowledge of all modern accounting software and eloquence in timely donor reporting.
  • Exercises a high degree of accountability, ensuring compliance across all spheres of financial mastery. Understanding of the African Union mechanisms as well as other intergovernmental bodies at continental levels.

    Education

  • Minimum of a BA degree in Accounting from a recognized university.

    Work Experience

  • A minimum of 5yrs in the financial sector with experience in overseeing financial and accounting systems, grants management, compliance reviews, audits, financial control reporting, and risk management.

    Language

  • English and French are the working languages of the ARO. For this post fluency in English and French (both oral and written) is required.

  • Knowledge of Portuguese is an advantage.

    Assessment

  • Evaluation of qualified candidates may include a desk review and/or an assessment exercise which may be followed by competency-based interview.

    Other Requirement

  • Experience working in a multicultural environment.

  • Willing to work outside standard office hours as required.

  • Willing to travel internationally – about 20 days a year.
