    Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

    UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

    Core Functions / Responsibilities:

  • Assist with technical capacity building support to the specific needs for labour migration statistics, besides the general labour statistics in Regional Economic Communities.
  • Support the AUC (African Union Commission), RECs and member states in the collection and
    analysis of labour migration data by selecting sources of data, researching a variety of published sources, and drafting sections of a “Labour Migration Statistics” Report.
  • Provide technical support for the development and maintenance of a Labour Migration
  • Statistics database with data disaggregated by sex, age, labour market status, education,
    country of origin, economic activity,occupation and other categories if needed.
  • Analyze and assess labour/employment statistics systems in MS (member states) and RECs.
  • Provide technical inputs to RECs and MS to facilitate building/enhancing the capacity of their labour/employment statistics systems.
  • Prepare draft technical reports for inclusion in the production of a comprehensive Pan-African Labour Migration Statistics Report.
  • Provide technical support to AUC MS and RECs on the establishment of the continental
    labour migration information statistics database.
  • Participate in the pilot collection of new types of data on labour migration, such as
    administrative data from the government, border control data and private sector counterparts.
  • Organize training for MS and RECs on labor statistics.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:
    Education


  • Master’s degree in Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Familiarity with the Labour migration aspects, Labor migration policy and legal frameworks;
  • Demonstrable experience on management of labour statistics programmes and systems, with
    responsibilities on labour migration statistics and drafting;
  • Previous experience working in labor statistics, with reasonable content on labour migration statistics;
  • Experience working on statistics at the continental or regional levels will be a plus;
  • Strong interpersonal and team working skills and ability to develop good relationships in an international and multi-cultural setting;
  • Ability to work independently and proactively;
  • Experience in developing and maintaining partnerships with government counterparts, UN
    agencies, donors, and NGO partners;
  • Excellent command of office software, such as word processors, spreadsheets, databases;
  • Experience in working with the RECs, IOM, ECA, ILO and EU on the fields of labour,
    employment, social protection, labour migration and labour market information systems;
  • Familiarity with national and international policy and legal frameworks;
  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts,
    international organizations, civil society or private sector
    entities;
  • Working experience and collaboration with continental and regional social partners’
    organizations (Business Africa, OATUU and ITUC Africa); M&E, follow-up on employment,
    labour and social protection policy frameworks, including MS, RECs and international partners;
  • Capacity to provide technical advice in the area of labour, employment and labour migration,labour market information systems, as well as on AU Policy Organs relevant for the project implementation, policy oversight and monitoring (Specialized Technical Committee on Social
  • Development, Labour and Employment, Executive Council, Assembly of Heads of States and Government, Pan African parliament, etc);
  • Knowledge of, and ability to perform a variety of conceptual analyses in the field of the project.

    Languages

  • Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

  • Internationally recruited professional staff are required to be mobile.
