Organizational Context and Scope

IOM is the principal inter-governmental organization working in the field of migration. IOM's mission is to promote humane and orderly migration by providing services and advice to governments and migrants.

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.

Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund.

Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property Page issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management

Present in Southern Sudan since 2004, IOM has 8 offices across 6 states and employs over 340 staff. IOM currently implements a range of humanitarian assistance, transition and recovery, border management and migration health initiatives in South Sudan, in co-operation with government and humanitarian partners as well as local communities.

IOM has capacities in conflict analysis as well as monitoring of forced displacement/ population movement, expertise in community engagement, and service delivery across the humanitarian-development continuum.

As South Sudan transitions from a situation of protracted conflict towards one of increased stability, it is imperative for structures, services, and institutions to be in place that can manage stabilisation and serve as foundation for future development.

In line with this, the World Bank has selected the IOM to be an implementing agency for the Enhancing Community Resilience and Local Governance Project (ECRP) Phase I and II that seeks to address an immediate need for basic services in selected areas of the country and strengthen local institutions’ decision-making capacities, conflict resolution skills, and general integrity.

The ECRP aims to address immediate needs for basic services in selected areas of the country, while strengthening local institutions’ capacity to better manage its own development and intercommunal tensions over services. The project maximizes its impacts and sustainability through a strong focus on operation and maintenance (O&M) of the infrastructure built along with local institution strengthening.

IOM will be the technical lead on establishing, constructing, and promoting the sustainability of community infrastructure and services; whilst engaging the local communities and ensuring that decision-making processes comport with standards and best practices for community driven development.

To that end, IOM will establish Facility-based Community Management bodies to promote local ownership of infrastructure investments, and train them on how to operate, maintain and sustain the project’s infrastructure investments.

Depending on the type of infrastructure, these might include: Water Management Committees for water points, Market Committees for latrines in market places, School/Health Centre Management Committees/School boards/Health centres, etc. Building on IOM’s WASH-GBV programming, IOM will also prioritise leadership and participation of women in these Operation & Maintenance groups.

Responsibilities and Accountabilities


Under the direct supervision of the Program Manager of ECRP in Juba, and in close collaboration with the relevant Programme Managers in IOM Advisory Team - Juba, the successful candidate will be the Social Infrastructure Technical Lead of the ECRP Project. In this capacity, the incumbent will:

Technical Guidance and Support

  • Review and update for ECRP Phase II the Sustainability, Operation & Maintenance ECRP Approach, including the Methodology, Standard Operations Procedures and Training Materials required to ensure that program staff supports the development of broader service delivery models; rather than just development of infrastructure per se;

  • Adjust the training package to incorporate lessons learned and ECRP O&M study findings that builds the capacity of facility-based management structures on key governance
    and O&M roles & responsibilities, including: sustainability of the infrastructure (condition assessment and inspection programs, asset management plans, maintenance management and training, development of business plans, financial considerations & business contingency planning); handover procedures; as well as linkages and roles vis-à-vis broader local governance structures;

  • Provide training to relevant team members, ToT and other technical guidance and support

  • Devise an on-call institutional support system to the Facility-based Management structures, through the existing program staff architecture;

  • Provide leadership in stakeholder engagement and collaboration, knowledge sharing with other stakeholders;

  • Lead/support the development of learning documents, toolkits, data collection and management methods for sharing with the broader ECRP project community, the World Bank and the sector in South Sudan;

  • Monitoring and Management of Information related to the identification, implementation and social management of the Infrastructure including continuous monitoring of the ECRP Phase I projects to evaluate the effectiveness of the ECRP Approach for achieving sustainability.

    Program Implementation & Coordination

  • Work in close collaboration with the IOM ECRP Program Coordinator, and IOM ECRP Technical leads, in delineating the O&M approach to ensure it is aligned to the ECRP objectives;

  • Develop and implement an activity workplan in order ensure implementation at field level in line with donor requirements, budget, resources and timeline;

  • Provide technical support and capacity building to field teams across all program locations, on a regular basis, both remotely and in-person;

  • Support the field team in working with existing local governance structures to identify and select community members/community-based groups/potential existing service providers that will be responsible for managing facilities built under this project, prioritising the formation of women-led O&M groups, alongside youth and people with special needs;

  • Provide regular technical guidance on O&M issues to IOM’s ECRP Project Team, whilst partaking in broader technical meetings;

  • Define and implement in coordination with relevant units the work plan based on the log frame of the project including all the geographical locations targeted for the project (field visits, trainings, supervision, community engagement, monitoring and evaluation).

    Required Qualifications and Experience


  • Masters Degree in International Relations, Institutional Development, Water Governance, Economics, Management, International Development, Public Policy, Community Development, Socio-economic Development or related field


  • Minimum of 5 years of experience in working on community-led infrastructure management, governance and sustainability

  • Minimum of 3 years work experience in humanitarian or development settings – experience of working in South Sudan/similar protracted crisis-affected countries would be highly desirable

  • Experience of designing and implementing community-based infrastructure governance models, management arrangements and sustainability for operations by field teams and for government institutional capacity building

  • Experience in developing technical operations and maintenance guides for community infrastructure assets including buildings, boreholes, water yards, haffirs (water reservoirs), and roads is an asset

  • Experience in monitoring, management (systematization – capitalization) and reporting

  • A record of publications, presentations, reports or analyses on setting up/designing/running community-based infrastructure governance models and/or management arrangements and/or sustainability

  • Ability to meet deadlines and deliver under pressure

  • Ability to produce thorough, high quality work within a tight timeframe

  • Demonstrated capacity strengthening skills and on-the-job training

  • Computer literacy in Microsoft Office Suite (MS Word, Excel and PowerPoint)


  • For this position fluency in English is required (oral and written). Working knowledge of Arabic and/or local language is an advantage
