Context:

Under the overall supervision of the Deputy Regional Director for Operations and the direct supervision of the Senior Regional Emergency and Post Crisis Specialist, and the technical oversight of the Global WASH Coordinator, the Senior Regional WASH Programme Manager will be responsible for the successful implementation and overall management of the Horn of Africa initiative to enhance, promote and expand disaster risk reduction in water and climate change and to build resilience among cross-border communities across Somalia and Kenya under the EPC Unit of the IOM Regional Office.

In particular, the Senior Regional WASH Programme Manager will provide expert technical advice, design and lead field monitoring and evaluation of programmes, ensure tracking systems are consolidated, and build and disseminate evidence of programme achievements across the HoA.

Core Functions / Responsibilities:

  • Manage the overall implementation of the Horn of Africa initiative to enhance, promote and expand disaster risk reduction in water and climate change and to build resilience among cross-border communities across the Somalia and Kenya project portfolio, guaranteeing that the scope, budget, time and quality are in accordance with the different project’s specifications, donor requirements and IOM rules and regulations.

  • Provide expert technical advice and support to WASH programs in the region to develop, guide and support capacity building of country-based WASH programs in coordination with the Global WASH Coordinator.

  • Proactively identify program development opportunities in line with Regional Economic Communities (REC) and national development plans in the region, expand resource mobilization avenues, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of IOM’s Regional WASH portfolio.

  • In coordination with the Global WASH Coordinator and the RTS EPC, represent IOM and the Regional Office (RO) Nairobi on technical WASH matters in inter-agency settings, including actively participating in the EWASH fora and regional and international meeting/workshops, present and advocate for IOM operational policies, strategies, results and lessons learned in workshops, seminars and conferences, and substantively contribute to inter-agency publications and reports, ensuring that IOM capabilities at global and regional levels are well reflected.

  • Review, revise and/or endorse project concept notes and proposals for WASH related projects in the region on behalf of and in coordination with the Global WASH Coordinator, RO EPC team and Regional Support Unit.

  • Ensure appropriate and timely resource mobilization for WASH programming in the region.
    Review and assess lessons learned from previous WASH programmes in the region and prepare ground for developing appropriate regional initiatives geared towards advancing institutional learning in relevant thematic areas.

  • Organize, lead and/or participate in periodic knowledge networking e-discussions with IOM WASH national focal points, project managers and national and regional partners; provide authoritative advice and exchange experiences and lessons learned on migration crisis and transition recovery management.

  • Actively liaise with the other UN and INGO partners and government/regional authorities and entities and
    any other relevant stakeholder to ensure that WASH activities are coordinated according to agreed standards, to avoid duplication, violation of national regulations or contravention of operational agreements set by the partners and donors in the region.

  • Ensure that the WASH program are driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tuning of systems and processes.

  • Lead and/or participate in external and internal performance and impact evaluations and other quality assurance activities.

  • Ensure the integration of cross-cutting issues, such as Gender Based Violence (GBV), Accountability to Affected Populations (AAP), Environment, Conflict Sensitivity, Protection, Resilience and DRR, in WASH programming in the region.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, Geology, Public Health or a related field from an accredited academic institution with seven years of relevant professional experience; or,

  • University degree in the above fields with nine years of professional experience.

    Experience

  • Field experience in a complex humanitarian emergency or post-conflict in Somalia or in the region;

  • Experience in at least two larger recovery and development projects in Somalia or in the region, including proposal development, technical designing, implementation and M&E activities;

  • Experience in working in UN or international organization;

  • Experience and good record in liaising, partnership and engagement with government institutions and donors in Somalia or in the region;

  • Extensive experience and proven track record on program/project implementation and management in Somalia or in the region;

  • Experience of multi-tasking skills as well ability to manage competing priorities under pressure and meeting deadlines; and,

  • Experience and good knowledge of Somalia culture and in the African region is an advantage.

    Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

  • Knowledge of analytical skills; and,

  • Good knowledge of software applications including drawing and designing CAD, spreadsheet, database, statistical packages and Microsoft software.

    Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

  • For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
