Context:

IOM in South Sudan has a range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.

Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the direct supervision of the Chief of Mission (CoM), the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) will be responsible for developing, managing and overseeing the implementation of the World Bank-sponsored Enhancing Community Resilience Project (ECRP).

The project aims to improve access to services, support disaster risk management and enhance institutional capacity for local service delivery at the national and local levels. Working closely together with the South Sudanese authorities and local communities in the target areas, IOM will aim to support establishing, constructing, and promoting the sustainability of community infrastructure and services.

IOM will also be responsible for engaging the local communities and ensuring that decision-making processes comport with standards and best practices for community-driven development. In addition to ensuring timely delivering of outcomes in the complex and challenging context of South Sudan, they will also be expected to provide leadership to the ECRP team based in Juba and across the country in the ECRP target areas.

Core Functions / Responsibilities:

  • Serve as IOM’s primary liaison with the World Bank and the South Sudanese Government by developing and maintaining effective relationships and partnerships.

  • Lead the overall implementation of the ECRP, ensuring adherence to scope, budget, time and quality specifications, donor requirements and IOM rules and regulations.

  • Exercise administrative, operational and financial management responsibility for the project.

  • Assure management quality and compliance consistent with IOM policies, procedures and standards relative to financial accountability, procurement, budget maintenance, and cost share requirements.

  • Manage a large and diverse team based in Juba, IOM South Sudan sub-offices and ECRP target locations, providing leadership and vision in order to ensure results vis-a-vis ECRP deliverables. Build the capacity of and mentor staff, resolve HR issues including structure and staffing levels, and ensure efficiency, accountability, staff development and the resolution of other issues.

  • Ensure the overall quality of staff work and standards, ensuring that reports, official communications and presentations are accurate, clear, and concise.

  • Coordinate with other IOM South Sudan units, projects and programs and leverage synergies and expertise within IOM South Sudan to increase ECRP impact and effectiveness.

  • Establish and maintain a collaborative and effective team environment in accordance with
    the IOM Respectful Working Environment policy.

  • Prepare regular, special, and other required reports, and ensure all reporting requirements are met.

  • Represent the Organization in national and international meetings, workshops, conferences, and seminars.

  • Perform such other duties as required.

    Required Qualifications and Experience:

    Education

  • Master’s degree in International Relations, Political or Social Sciences, Development Studies, Human Rights, or a related field from an accredited academic institution with seven years of relevant professional experience; or,

  • University degree in the above fields with nine years of relevant professional experience.

    Experience

  • Proven experience in successfully developing and maintaining working relationships with government counterparts, inter-governmental organizations, UN agencies and national and international NGOs in politically complex contexts around development, peacebuilding and/or community resilience;

  • Solid experience in building and leading large, diverse teams and a track-record of successfully leading and coaching staff of different levels of experience and skills;

  • Experience in managing teams operating in remote field locations a distinct advantage;

  • Solid experience related to the management of complex, large-scale projects focusing on community resilience, peacebuilding, disaster risk management and/or community-based local development in post-conflict contexts;

  • Prior experience in managing World Bank funded projects a distinct advantage;

  • Proven experience of successfully working on the protection of vulnerable populations, the promotion of social inclusion and gender equality and the prevention of gender-based violence in fragile, post-conflict contexts; and,

  • Experience and/or familiarity with the IOM project management cycle an advantage.

  • High-level of problem-solving skills including the ability to address problems pro-actively and creatively, foresee and mitigate risks and overcome operational and political challenges as they arise; and,

  • Proven ability to successfully operate in high-stress environments and maintain high professional standards in hardship locations.

    Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

  • For this position, fluency in English is required (oral and written). Working knowledge in Arabic is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
