International Organization for Migration Security Coordination Officer Jobs in Kenya; The incumbent will be coordinating and collaborating with UNDSS Training and Development Section (TDS), IOM Regional Security Officers, UNSMS organization’s security training focal points, relevant units/departments in IOM on general security training needs.
As the Person-Centred Approach Focal Point, the incumbent will support the Chief, SPPSS in coordinating and collaborating with relevant UNSMS and IOM actors to ensure that the Person-Centred Approach in IOM security policies, procedures, guidelines, and security trainings is mainstreamed.
Responsibilities1. Establish and maintain effective and collaborative working relationship with relevant Headquarters departments and focal points within IOM, UNDSS Headquarters, and UNSMS agencies and organizations to ensure up to date information on security-related policy, training, and Person-Centred Approach mainstreaming issues.
2. Support the Chief, Security Planning, Policy and Specialized Support (SPPSS) in reviewing UNSMS policies. If instructed, represent IOM in Inter-Agency Security Management Network (IASMN) in working group meetings, ensuring IOM’s positions are relayed. Provide the Chief, SPPSS and Security Policy Advisor a full briefing of the meeting.
3. In collaboration with the Security Policy Advisor, research, collect and analyze relevant information on priority policy and emerging issues within the field of staff safety and security and assist in policy or guidance formulation related to these issues.
4. In coordination with the Security Policy Advisor, regularly review and update security-related IOM policies, guidelines, and procedures. If necessary, assist the Regional Security Advisors in formulating, reviewing, and/or updating region or country-specific security guidelines and procedures, ensuring that they are in accordance with relevant IOM and UNSMS policies and ensure that the Person-Centred Approach is mainstreamed.
5. Support the Chief, SPPSS in providing guidance to IOM security personnel on the implementation of the Person-Centred Approach mainstreaming. If necessary, provide trainings to IOM security personnel and assist the Regional Security Officers in reviewing Security Risk Management (SRM) Process documents and other security documents to ensure that the Person-Centred Approach is mainstreamed.
6. In collaboration with relevant IOM Headquarters departments and focal points, support the Chief, SPPSS, in developing effective and sustainable strategies for the promotion of diversity and inclusion within the field of staff security in IOM.
7. Coordinate the security-related trainings and capacity building needs of the Organization with the UNDSS Training and Development Section (TDS), UN Staff Systems College, and other relevant UNSMS entities. Prepare the IOM annual training needs report with analysis and training nominations for UNSMS specialized security trainings and negotiates for slots, if
necessary.
8. Assist the Chief, SPPSS in generating yearly security training priorities and provide recommendation for the OSS workplan, taking into considerations the IASMN training priorities.
9. Develop, contextualize, organize or/and deliver specialized security trainings, ensuring that contents are consistent and within the IOM and UNSMS security policies and procedures. If necessary, assist IOM security trainers in contextualizing UNDSS trainings and/or delivering certain trainings.
10. Maintain and coordinate the IOM global list of certified trainers, Coordinate deployment of trainers with the relevant Regional Security Officers, for the endorsement of the Chief, SPPSS, and approval of the Director of OSS.
11. Deliver or support the delivery of UN-certified security trainings, as required.
12. Establish and maintain IOM security training database and ensure that the database is consistent with IOM’s Staff Development and Learning and UNDSS, to extent possible.
13. Provide reports related to security trainings, Person-Centred Approach, and security policies.
14. Perform such other duties as may be assigned.
QualificationsEducationMaster’s degree in Security Risk Management, Disaster or Emergency Management, Political Science, Military Science, Public Administration, Law Enforcement, Law, International Relations or related fields from an accredited academic institution with five years of relevant professional experience; or,
University degree or equivalent in the above fields with seven years of relevant professional experience.
Successful completion of the UN Security Certification Programme (SCP) or equivalent is desirable.
Certification as a UN security trainer will be a distinct advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience Relevant work experience in UNSMS, specifically on security policy and training fora is required;
Previous experience in the UN and/or inter-governmental organizations is required;
Experience in developing and reviewing organizational policies and procedures is required;
Experience in coordinating and liaising with various UN agencies and organizations on policy and training matters;
Experience in instructional design and implementation, especially on security-related learning programmes, is highly desirable; and,
Experience in delivering UN-certified security trainings is required.
