    IOM’s Regional Office for the East and Horn of Africa supports and monitors the following countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, United Republic of Tanzania and Uganda. Through a team of specialists, the Regional Office supports the development, implementation, monitoring, reporting and evaluation of projects and initiatives undertaken by country offices and regional programmes.

    Under general supervision of the Regional Director, and under the direct supervision of the Senior Regional Policy and Programme Coordinator (SRPPC), the incumbent will work to provide effective technical support to the Senior Regional Policy Coordinator (RPC), Senior Regional Thematic Specialists (RTSs), Regional Policy Liaison Officer (RPLO) and Project Support Unit (PSU) in IOM Regional Office, Nairobi.

    Core Functions / Responsibilities

  • Assist in the coordination with Regional Thematic Specialists (RTSs), Regional Policy Liaison Officer (RPLO), project managers and project support unit to compile, assist in reviewing and revising concept notes, meeting notes, key messages and talking points for the review of SRPPC;

  • Support coordination with Executive Assistant to the Regional Director (RD) and Senior Regional Policy and Programme Coordinator to place requests to Senior Management Team (SMT) for talking points, briefing notes etc for RD and SRPPC and consolidate these for SRPPC’s review in a timely manner;

  • Assist in the review of narrative donor reports to ensure compliance with IOM reporting criteria and allocate reports to relevant RTSs for technical review;

  • Support the organization of strategic and technical meetings including taking notes and preparing synthesis reports as required;

  • Support regional policy development by assisting with research on migration and thematic trends relevant to IOM activities in the EHOA, and with policy analysis and by drafting documents;

  • Assist in liaising with IOM country offices and in efforts to contribute to strengthening their thematic portfolios through support with resource mobilisation, identification of donors’ priorities, strategies and related funding opportunities, including assistance in designing regional and multi-country programmes.

  • Support the RPLO in collecting inputs on strategic policy matters from the Country Offices (CO) and efforts to feed them into the policy-development process for the East and Horn of Africa (EHOA) region;

  • Track reports submitted to the Regional Office, deadlines, review and final submission to donor by regularly updating the Regional Office Project Matrix;

  • Support RTSs develop projects by performing research on a broad range of subjects relevant to IOM's programme activities; and
    prepare draft reports and briefs;

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    [Education

  • University degree in Social Sciences with at least three years of relevant work experience, or

  • High school diploma with at least five years of relevant professional experience

    Experience

  • Experience with UNs and/or International NGOs on research or project development, reporting or donor fundraising and donor reporting.

  • High computer literacy; familiarity with standard word processing, spreadsheet, database, publishing, internet research, and e-mail communication.

    Skills

  • Excellent writing and communication skills; ability and proven track record to prepare and present clear and concise papers and reports in English

  • Strong analytical and creative thinking skills.

  • Personal commitment, flexibility, efficiency and drive for results; ability to perform research and make effective decisions under time pressure.

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds

    Languages

  • Fluency in English and Kiswahili is required.
  • Working knowledge of French or any other UN Official language is advantageous.
