Context:

IOM in South Sudan Country Office (CO) has a broad range of programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian Response and Resilience; and Peacebuilding, Transition, and Development.

Humanitarian Coordination and Support programme includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian Response and Resilience programme includes CCCM, WASH, Shelter & NFI, Health, Protection, Gender equality and inclusion, Mental Health and Psychosocial support and the Management of a Rapid Response Fund.

Under peacebuilding, transition and development, South Sudan CO implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Programme Coordinator (Shelter and Settlement) and the direct supervision of Geographical IS Officer (Data Management), the Project Officer (Shelter and Settlement) will be responsible and accountable in coordinating and supporting the implementation of the field activities under the Shelter and Settlement Programme unit and in particular, the Bor Flood Risks Management Project (BFRMP) in Bor Sub-Office, Jonglei State, South Sudan.

Core Functions / Responsibilities:

  • Supervise and coordinate the activities being implemented under the Bor Flood Risks Management Project (BFRMP) including the construction of flood mitigation infrastructures, community engagement, coordination with government entities, and partners, trainings, and other engagement with relevant working groups/committees.

  • Provide technical inputs towards the development of the flood mitigation strategy and construction of flood mitigation infrastructures in alignment with the overall program strategy.

  • Contribute to the design process and compliance with technical specifications and Standard Operating Procedures (SOP)s for the implementation of the required infrastructure and services.

  • Supervise and monitor the construction works in the field through regular visits, surveys, project implementation monitoring tools and exchange information with partners, assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues in the field.

  • In coordination with the direct supervisor, communicate with partners, governmental authorities/entities especially Bor Flood Management Committee, Jonglei State Disaster Risk Management Council, and relevant stakeholders to coordinate the activities on the ground. Participate in technical coordination meetings.

  • Facilitate the integration of the core principles of disaster risk reduction, environmental sustainability, green energy solutions, alternative livelihoods, actions against gender-based violence, accountability to affected populations, and conflict sensitivity across programming.

  • Draft progress reports to the Project Manager/Programme Coordinator indicating progress, constraints and requirements
    for the project completion.

  • Work closely with relevant authorities including the University in Bor, to facilitate the implementation of the post graduate diploma programme on Disaster Risks Reduction (DRR).

  • Prepare learning/knowledge products, covering innovative approaches and good practices to support overall disaster risk reduction sector development.

  • Draft technical guidelines for the operation and maintenance (O&M) of the flood mitigation infrastructures in Bor.

  • Support the Shelter and Settlement programming project implementation in providing support to IOM’s operational Focal Point in Jonglei State.

  • Perform such other duties that may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Civil Engineering, Structural Engineering, Environmental Engineering, Disaster Risks Management or a related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Similar experience in a comparable area of work, including prior exposure DRR programming, community-based mapping, and implementation of field-based data collection activities is a requirement;

  • Experience in the coordination and implementation programmes in countries facing humanitarian crises and in support of recovery, transition and community stabilization;

  • Experience working with international organizations specialized in humanitarian and development assistance;

  • Experience in the coordination and implementation of infrastructure design, implementation including contract management;

  • Experience with disaster risk reduction approaches, environmental sustainability concepts and green infrastructure design;

  • Experience in South Sudan is desirable; and,

  • Experience with Disaster Risk Reduction (DRR) and climate change adaptation programming is an advantage.

    Skills

  • Excellent computer literacy (Word, Spreadsheets, outlook, database);

  • Excellent AutoCAD skills; and,

  • Good knowledge of Statistical Packages (R, SPSS).

    Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
