Context:

Under the overall supervision of the Head of Kenya Country Office and the direct supervision of the Head of Programme and Policy Development and in close coordination with relevant parties, especially the Regional Thematic Specialist in the regional office and headquarters, and the IOM Kenya IBM team in country.

Core Functions / Responsibilities:

  • Coordinate and monitor the implementation of the IBM project activities including capacity building, border assessments, infrastructure rehabilitation and development of technical reports and polices.

  • Collaborate with IBM project teams in other countries for timely sharing of information and consolidation of inputs for donor reporting for multi-country projects.

  • Contribute to the development of a monitoring plan and result based framework for implementation of IBM projects in close coordination with relevant monitoring and evaluation (M&E) teams.

  • Support the Head of Unit in the development of new projects by selecting and summarizing background information, assessing the local context for the planning, operationalization and administration of individual projects, draft segments of project proposals, and monitor project performance.

  • Identify gaps and areas for improvements and propose solutions to support results-based management of IBM projects.

  • Monitoring IBM-related issues and developments in Kenya and the region as well as contributing to the development of thematic reports and policies.

  • Maintain strong working relationships with government and UN counterparts, other project units in IOM Kenya with a special focus on those coordinating/implementing IBM-related projects/programmes – and provide technical input, when necessary, through research and training.

  • Contribute to development of information products on IBM, including, but not limited to, the analytical reports, newsletters, lessons learnt, and other relevant products.

  • Facilitate the integration of other related IOM thematic areas as necessary, and the mainstreaming of issues including on gender, humanitarian and data protection into IBM projects and activities.

  • Follow up on logistical and administrative arrangements for IBM implementation and reporting; coordinate updates to work plans, expenditures, and budget allocations.

  • Provide information and assist with arrangements required for the recruitment of project staff and service providers.

  • Act as Officer in Charge of the IBM unit during the absence of Head of Immigration Border Management Unit.

  • Organize and deliver trainings and support capacity building for IBM project staff, operational partners, and government authorities.

  • Participate in meetings and engagement with partners and local authorities on matters related to IBM matters.

  • Undertake duty travel, as required related to project implementation, coordination, staff training and liaison with partners.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Information Management, Computer Science, Political or Social Science, International Law, Humanitarian Affairs, or a related field from an accredited academic institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience in coordinating development of multi-country work plans and budgets;

  • Experience in donor liaison
    and reporting;

  • Experience in M&E and project evaluations;

  • Experience in drafting technical reports including policy briefs, analytical pieces etc.

    Skills

  • Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook);

  • Knowledge of immigration and border management programming;

  • Knowledge of UN, IOM, international organizations' and NGOs mandates and programmes in the area border management and humanitarian support.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

  • For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
