    Established in 1951, IOM is a Related Organization of the United Nations, and as the leading.UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners.

    IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

    Core Functions / Responsibilities:

  • Research and prepare drafts on legal issues relating to the promotion and protection of the
    rights of migrant workers and members of their families.
  • Give legal advice on labour migration management issues of limited scope to AUC (African Union Commission), RECs (Regional Economic Commissions) and Member States (MS).
  • Monitor legal and regulatory instruments on labour migration as well as other relevant legal developments.
  • Organize training and capacity building for MS and RECs on legal protection of migrant
    workers and members of their families.
  • Conduct regional and national legal research and studies on labour migration.
  • Collect relevant background legal information and documentation to assist in developing a database on laws and regulations on labour migration and related issues.
  • Prepare briefing notes on legal updates and developments.
  • Assist with the preparation of media statements and responses to media queries where
    necessary.
  • Attend expert meetings and conferences on international legal issues.
  • ?Perform such other duties as may be assigned.

    Required Qualifications and Experience:
    Education


  • Master’s degree in Law, Labour Law, Migration Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Familiarity with the labour migration aspects, labour migration policy and legal frameworks;
  • Familiarity with continental and regional legal instruments on free movement of people, labour migration legal instruments, international standards on migration, labour, employment, social security and labour migration in Member States and RECs;
  • Familiarity with continental and/or regional project management;
  • Experience in developing and maintaining partnerships with government counterparts, UN
    agencies, donors, and NGO partners;
  • Excellent command of office software, such as MS Office, spreadsheets, databases;
  • Familiarity with national and international policy and legal frameworks;
  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society or private sector entities;
  • Capacity to provide technical advice in the area of labour, employment and labour migration, labour market information systems, as well as on AU Policy Organs relevant for the project implementation, policy oversight and monitoring (Specialized Technical Committee on Social Development, Labour and Employment, Executive Council, Assembly of Heads of States and Government, Pan African parliament, etc);
  • Knowledge of, and ability to perform a variety of conceptual analyses in the field of the
    project;
  • Problem solving capability;
  • Ability to communicate effectively both orally and in writing in either French or English;
  • Ability to prepare high quality and technically sound reports;
  • Experience in working with the RECs, IOM, ECA, ILO and EU on the fields of labour,
    employment, social protection, labour migration and labour market information systems;
  • Working experience and collaboration with continental and regional social partners’
    organizations (Business Africa, OATUU and ITUC Africa); M&E, follow-up on employment,
    labour and social protection policy frameworks, including MS, RECs and international partners;
  • Ability to work in a multicultural environment.

    Languages

  • Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

  • Internationally recruited professional staff are required to be mobile.
