Context:

The focus of the IOM JPO programme is achieving IOM’s Global mandate on Migration which includes emphasis on the Global Compact on Migration, IOM’s leading role in the UN Network on Migration and the migration related activities of the Sustainable Development Goals (SDGs.)

The Junior Professional Officer will be provided with regular feedback on their performance and progress, with special attention granted to goal setting and overcoming challenges.

Under the direct supervision of the Chief of Mission in IOM Zambia and technical supervision of the Regional Project Development Officer (RPDO) in Regional Office for Southern Africa in Pretoria, the Project Development and Reporting Officer will contribute to the project development and reporting activities of Zambia Country Office (CO) on the national and regional projects implemented in the CO.

The successful candidate is expected to support the development of and implementation of monitoring and evaluation tools and frameworks, and provide technical assistance and support to other ongoing projects in the CO.

Core Functions / Responsibilities:

  • Contribute to the development and design of new projects/programmes in close coordination with the relevant units, government authorities, international and regional institutions, and partner organizations in public and/or private sectors.

  • Coordinate the project development and reporting processes in the CO and check that relevant colleagues and units are appropriately engaged, and the relevant protocols are followed.

  • Participate in quality assurance regarding project development and reporting, and check that the relevant documents are aligned to donor standards and requirements, as well as the IOM project handbook and writing style manual.

  • In close coordination with Programme Managers, assist in drafting donor interim and final project reports aligned to the programme objectives, work plans, and timelines in accordance with the project document and project agreements with the donor.

  • Provide technical inputs in promoting the mainstreaming of gender considerations into project development, implementation, reporting and evaluation, such as by contributing to the gender analysis, tracking sex-disaggregated data, and using gender-sensitive indicators.

  • Assist in the development and implementation of monitoring and evaluation tools and frameworks.

  • Contribute and support the enhancement of effective IOM knowledge management at the CO, including project and information tracking in
    coordination with relevant units.

  • Support all aspects of new country specific projects with a special emphasis on synergies and cooperation, as well as backstop ongoing activities.

  • Undertake duty travel as required.

  • Perform such other duties as may be assigned.

  • Coaching and learning elements

    As an integral part of the IOM assignment the Junior Professional Officer will:

  • Gain experience in an International Organization, including management and international cooperation activities, as well as understanding the dynamics of regional and international initiatives and working groups.

  • Be able to draft and finalize concept notes and project proposals, using the IOM logical and legal framework.

  • Participate in the development of programs, projects, trainings and workshops related to different migration areas.

  • Gain experience in working with governmental, non-governmental and United Nations institutions in the Southern Africa.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience in the field of migration issues including operational and field experience, project development, and management;

  • Knowledge or experience of regional issues an advantage; and,

  • Experience liaising with governmental authorities, other national/ international institutions and non-governmental organizations (NGOs).

    Skills

  • Demonstrated expertise in the thematic area relevant to project development;

  • Knowledge of monitoring and evaluation; and,

  • Good writing and communication skills with good understanding of the English language.

    Languages

  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
