Background

The International Organization for Migration (IOM) is an inter-governmental organization committed to the principle that humane and orderly migration benefits migrants and society.

IOM Emergency and Post Crisis, EPC Unit in Addis Ababa, works with the Government of Ethiopia (GoE) through the National Disaster Risk Management Commission (NDRMC), UN Agencies and Humanitarian partners in Ethiopia in the provision of humanitarian assistance to disaster affected and displaced communities in the country.

EPC coordinate the Emergency Shelter and Non-Food Items (ES/NFI) and regularly track and monitor internal displacement in the country to inform government, humanitarian partners and donors for timely assistance of IDPs in the country.

Currently IOM is looking to recruit a qualified candidate to fill the position of Livelihood Project Assistant, to support IDPs, returnees and host community restore and/or establish their livelihoods.

Working under direct supervision Senior Transition and Recovery, the Livelihoods Project Assistant will be responsible to assist in implementation and monitoring of key activities of the livelihoods project in close coordination with different stakeholders and service providers.

S/he should provide technical guidance to the project team in the introduction of disaster resilient livelihood strategies.

The incumbent should identify the needs and opportunities of skill-based and environment-friendly livelihood strategies, business opportunities and other possible interventions to improve the living conditions of returnees and host communities in Somali and Oromia Regions, to promote social cohesion and peaceful co-existence with the host communities.

The successful candidate will be part of a dynamic team in an ever changing and diverse environment. S/he needs to be solution orientated, hands-on and a good motivator and communicator with people.

Responsibilities and Accountabilities:

  • In coordination with the Senior Transition and Recovery Assistant and Head of Sub-Office other project staffs, he/she is required to coordinate the overall implementation of livelihood initiatives as per the annual work plan; the incumbent will facilitate an inclusive, participatory and transparent project implementation process; as well as the delivery of resources and results according to planned targets on time for the returnees and host beneficiaries
  • Provide technical assistance focused on livelihood and life-skill support activities for IDPs, returnees and host communities to foster their economic self-reliance.
  • Propose appropriate and alternative livelihood schemes, using innovative approaches, to strengthen and diversify coping mechanism of vulnerable communities.
  • Support and facilitate various assessment including market and livelihood needs assessments to inform interventions.
  • Mainstream environment protection and gender in all livelihood interventions, among other, by ensuring the selection of environmental-friendly income generating projects and supporting women-center projects.
  • Collect data, compile periodic project progress reports, identify implementation challenges and provide recommendation.
  • Identify, prioritize and select project beneficiaries from the community, based on a selection criterion developed in consultation with community representatives and local authorities.
  • Provide necessary livelihood trainings and facilitate vocational skills for targeted beneficiaries, as part of an effort
    to build capacity and for disaster resilient livelihood strategies.
  • Liaise with project partners, government officials and other required program stakeholders and relevant counterparts for effective implementations.
  • Establish and strengthen small business schemes, including income-generating groups and map existing income generation/ vocational opportunities in the project sites and create a financial platform/ business plan for beneficiaries.
  • Document and share good practices and experiences, and provide inputs on project information and documentation (including successful stories, photos, articles, etc); maintain up to date records of information of all project beneficiaries for follow ups and reporting.
  • Participate in field-level inter agency coordination meetings as required and directed by the supervisor.
  • Prepare Purchase Requisition Forms (PRFs) to procure project implementation materials, in coordination with technical supervisor.
  • Perform other related duties as may be required.

    Job Requirements

    Education

  • University degree in Social Sciences, preferably Rural Development, Agricultural Extension, Disaster Risk Management, Climate Change, Environment Protection and related fields

    Experience

  • Five years of relevant experience in the emergencies and humanitarian assistance sector (NGO/INGO)- preferably in the field of Agriculture, Cooperatives, disaster risk management interface with focus on livelihood;
  • Experience related to livelihood and income generating activities;
  • Experience of working in similar contexts / in the proposed districts would be an added advantage;
  • Very good communication and interpersonal skills
  • Basic report writing skills
  • Supervisory/basic managerial skills

    Languages

  • Fluency in English and local language of the working location, i.e Oromiffa for Bulehora and Somali language for Jigjiga applicants
