Context:

Under the overall supervision of the Preparedness and Response Unit Senior Programme Officer and the direct supervision of the Programme Manager (Emergency Post Crisis Grants), the Programme Officer (Preparedness and Response Unit/Rapid Response Fund (PRU/RRF)) will support and coordinate the development, implementation, monitoring and reporting activities of the Rapid Response Fund (RRF) Sub-Unit in Ethiopia Country Office (CO).

Core Functions / Responsibilities:

  • Support the overall implementation of the Rapid Response Fund activities in the IOM Ethiopia Country Office (CO), including its financial, administrative and technical implementation, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables.

  • Maintain close collaboration and contribute to the strengthening the partnerships with relevant stakeholders such as Government entities, national authorities, development partners, United Nations agencies, and civil society.

  • Assist the Programme Manager (EPC Grants) in developing the capacity strengthening strategy and plan for potential implementing partners. Assist in identifying potential technical experts internally and externally to support capacity strengthening for partners.

  • Draft and produce progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.

  • Contribute to the identification of donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in Ethiopia and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.

  • Assist in conducting contextual analysis to identify potential activities to be implemented as part of the Rapid Response Fund in line with IOM mandate and the priorities established by the Government and partners in Ethiopia.

  • Contribute to the development of relevant monitoring and evaluation plans and tools to measure progress and effectiveness, make recommendation on suitable course corrections and supporting further development and improvements. Verify that programmatic databases and information systems are up to date.

  • Ensure adequate information management on programme related activities including awareness raising and visibility; provide regular updates, summaries, press releases and other relevant materials, in coordination with the donor and Department of Media and Communications at HQ.

  • Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and
    presentation of IOM activities.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Social Sciences, International Development, Business Administration, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience in community-based and/or small-grants programming, grant writing, humanitarian response, and/or civil-society strengthening;

  • Experience working with the United States Agency for International Development (USAID) programmes preferably with the Bureau of Humanitarian Affairs (BHA) and/or working with UN OCHA’s Country-Based Pooled Funds, or the Central Emergency Response Fund (CERF);

  • Previous experience in operational activities in a post-crisis or emergency area;

  • Experience coordinating actions with emergency response actors and other implementing partners and making use of coordination structures;

  • Experience supporting capacity building of local and national partners preferred; and,

  • Experience working effectively with stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

  • Works effectively in high-pressure, rapidly changing environments;

  • Supports high levels of information sharing between internal units, cluster partners, IOM, and other emergency response actors;

  • Establishes and maintains effective relationships with implementing partners;

  • Makes correct decisions rapidly based on available information; and,

  • Delivers on set objectives in difficult situations.

    Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

  • For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
