Context:

Irregular migration along the Central Mediterranean Route (CMR) remains one of the most dangerous migration routes worlwide. A significant number of Nigerian citizens continue to travel within West Africa and Northern Africa, in search of better economic opportunities.

IOM data shows that from 2017 to date, 30% of migrants in transit and destination countries in the CMR route experience exploitative practices during their migratory journey and are in need of protection services.

Those willing to return to Nigeria need to have access to comprehensive and sustainable reintegration assistance through national and regional mechanisms which remain limited.

To meet these challenges and needs, IOM has partnered with the Federal Government of Nigeria, State actors, national and international NGOs in Nigeria, with the support of a number of development partners like the European Commission (EU), the governments of The

Netherlands, Italy and Switzerland, as well as the German Gesellschaft für Internationale Zusammenarbeit (GIZ). This partnership allowed to develop a comprehensive migration governance programme aimed to protect the security, dignity and rights of migrants along this dangerous migration route and to help improving the reintegration of returnees through an innovative approach.

The programme includes different types of interventions, such as protection and assistance to vulnerable and stranded migrants, counter-trafficking activities, assistance for voluntary return, support for sustainable reintegration in the communities of origin, mental health and psychosocial support, the dissemination of accurate information on migration to migrants, potential migrants and communities, the collection of data on migration flows, as well as working on facilitating regular migration pathways via labour migration programming.

The migration governance programme is strategically aimed at strengthening the technical and material capacities of the Authorities and organizations involved in these areas, so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants, with a view of improving the governance of migration in the region and in Nigeria.

A major component of the migration governance programme is the provision of sustainable reintegration assistance to an estimative 15,000 people to be reintegrated in next five years in Nigeria.

Reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with and resist to (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions as a matter of choice rather than necessity

Working under the overall supervision of the Migration Management Programme Manager/Head of Sub-Office IOM Lagos, and the direct supervision of the Protection (PxD) Programme Manager, the Programme Officer will be responsible for assisting with maintaining and permanently enhancing IOM Nigeria effective reintegration schemes and delivery of assistance to returning migrants in Nigeria.

The successful candidate will be responsible to coordinate the planning, budgeting, implementation and monitoring and evaluation processes of the Assisted Voluntary Return & Reintegration (AVRR) programme in Nigeria.

Core Functions / Responsibilities:

  • Support the establishment of national reintegration schemes in close coordination with national counterparts (government, civil society, etc.), to facilitate the operationalization of the Return, readmission and Reintegration Standard Operation Procedures (SOPs) and the National Referral Mechanism (NRM).

  • Contribute to the development of project concepts/proposals and resource mobilization initiatives related to reintegration, as appropriate.

  • Check that the IOM approach to reintegration is properly defined and documented, and bring issues to the prompt attention of the supervisor.

  • Liaise with national and state authorities, programme partners, civil society, international community and donor counterparts to coordinate implementation and assist in improving reintegration services and increasing the visibility of activities.

  • Facilitate protection into reintegration activities by monitoring and following up on the provision of adequate assistance for vulnerable categories, such as victims of trafficking, unaccompanied minors and migrants with health concerns.

  • Provide technical assistance, capacity- building support and guidance to implementing partners and Government counterparts.

  • Supervise and/or coordinate adequate monitoring and evaluation of reintegration activities.

  • Supervise and/or monitor appropriate data management of beneficiaries, including entering case data into IOM databases and proper filing, in accordance with IOM Data Protection Principles.

  • Track use of resources in accordance with IOM internal rules and regulations.

  • Compile and generate quality internal and external reports on reintegration activities.

  • Encourage synergies with other reintegration projects and incorporate lessons learnt.

  • Supervise and organize training, counselling and guidance to staff to implement a sound case management system in compliance with IOM standards of assistance.

  • Undertake duty travel as requested.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Development Studies, Economics, Business Management, Political Science, International Relations, Social Studies, International Law or a related field from an accredited academic institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience in assisted voluntary return and reintegration, community reintegration or similar direct assistance work;

  • Experience working with specialized international and national agencies (UN Agencies, International Organizations and International and national NGOs);

  • Strong communication and interpersonal skills, as well as analytical thinking;

  • Previous work on protection (including, but not limited to, child protection, counter-trafficking); and,

  • Experience in project management, monitoring and evaluation an asset.

  • Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

  • Ability to guide and supervise staff and coordinate administrative and financial matters; and,

  • Work effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
