Context:

The Somali Region in Ethiopia is one of the regions hosting the highest number of more than 2.7 million conflict- and climate-affected Internally Displaced Persons (IDPs) in the country. Cognizant of the need to address displacement and its root causes, the Federal Democratic

Republic of Ethiopia developed and launched a Durable Solutions Initiative (DSI) in 2019. The DSI is an operational framework and platform to design and implement durable solutions supporting IDPs in Ethiopia and host communities/communities at locations of return, relocation, and local integration.

The Government has also developed a strategic plan to address internal displacement in Ethiopia, and the Somali Region recently launched a three-year durable solutions strategy and an action plan.

International Organization for Migration (IOM) is one of the leading agencies supporting the

Somali Regional State and the country to find durable solutions for IDPs. In its coordination role and under the Institutional pillar of the DSI, IOM has facilitated the establishment of Durable Solutions Working Groups (DSWGs) in various regions across the country, with a much-structured working group in the Somali region.

IOM is the lead agency in a four-year project, “Supporting Durable Solutions through Community

Resilience for Displacement Affected Communities”, jointly implemented with Food and Agriculture Organization (FAO) and UN-Habitat. The project is funded by the Swiss Development Corporation (SDC) and the Swedish International Development Agency (Sida).

IOM’s engagement in the joint project and DS encompasses coordination and leadership at regional and federal levels with activities including social cohesion and peacebuilding, livelihoods, rehabilitation of community infrastructure, Housing, Land, and Property (HLP), Enterprise Development Funds for Small and Medium Enterprises, amongst other reintegration activities.

Under the overall supervision of the Chief of Mission, the general supervision of the Head of Programmes, and the direct technical management of the Durable Solutions Expert in coordination with the Head of the IOM Sub Office in Jijiga, the Somali region, the Programme Manager (Durable Solutions) will be responsible for managing, overseeing and coordinating the effective implementation of TRD’s activities related to durable solutions operations.

Core Functions / Responsibilities:

  • Ensure and support the implementation of Transition and Recovery Division’s (TRD) overall direction regarding durable solutions in Ethiopia with specific focus in the Somali region.

  • Use existing tools, and where necessary, develop methodologies and tools to guide the implementation of operations related to durable solutions.

  • Backstop administrative, operational and financial management activities for the joint project (with FAO and UN-Habitat) and supervise and manage the work of project staff in coordination with the Resources Management Officer (RMO).

  • Lead, provide advice and ensure compliance of consortium partners (FAO and UN-Habitat) with their obligations in implementing the project as stipulated under the partnership agreements.

  • Assess the degree of implementation of project activities and resources, identify problems, and initiate corrective actions.

  • Facilitate regular meetings and provide support to the DSWG and the Technical Advisory Group (DS TAG), ensuring that recommendations and action points are strictly followed
    and carried out.

  • Coordinate and actively engage with regional and federal structures, including relevant clusters, humanitarian, and development partners, identify gaps and enhance synergies to support program implementation.

  • Ensure the implementation of the IOM TRD programs at the regional level, including regularly liaising with external partners such as Government representatives, Donors, UN Agencies, NGOs, and communities.

  • Monitor and assess the implementation of all TRD-related projects in the region and ensurethat the burn rates are in line with activities, avoiding over- or under-spending of budgets.

  • Prepare quality regular reports on project activities for a wider distribution and document best practices on implementation of durable solutions programming, including supported returns, relocation, and local integration processes, community-based planning, and broad efforts to support the resolution of protracted displacement.

  • Lead key stakeholders including and not limited to donors, government officials, special guests, and partner agencies, to project sites and make presentations on the needs of the communities, ongoing activities, gaps, and make necessary recommendations on the way forward.

  • Ensure cross-cutting issues are integrated in all programs, notably in Protectionmainstreaming, Gender mainstreaming, and Conflict-sensitivity areas.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in International Relations, Political Science, Law, Migration Studies, Social Policy, Business Administration, Economics, Social Sciences, or a related field from an accredited academic institution with five years of relevant professional experience, or

  • University degree in the above fields with seven years of relevant professional experience.

    Experience

  • Proven relevant professional work experience at the national or international level involving policy development, multi-stakeholder programmatic/projects, partnership development and resource mobilization.

  • Experience working with UN agencies, an international organization or non-governmental organizations (NGO).

  • Field experience in a complex humanitarian emergency or post-conflict environment.

  • Experience in advocacy, fundraising and/or public-private partnership development.

  • Experience in partnership engagement and management.

    Skills

  • Excellent organization and creative thinking skills

  • Excellent report writing and analytical skills,

  • Good working knowledge of Ethiopia and the African region is an advantage.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
