Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Head of Programme and Policy Development and in close coordination with relevant parties, especially the Regional Thematic Specialist in the Regional Office Nairobi and Immigration and Border Governance (IBG) at headquarters, and the IOM Kenya IBG team in country, the Programme Coordinator (Immigration and Border Governance) will be responsible for leading all aspects of the IBG Programme management, coordination, implementation, and monitoring in the country.

Core Functions / Responsibilities:

  • Set-up, manage, coordinate, and ensure the timely and successful implementation of IOMKenya IBG Unit’s projects and activities, and develop, implement, and monitor the administrative and operational activities of IBG activities in Kenya.

  • Backstop the budgetary, operational, and administrative management aspects for IOM Kenya IBG projects assigned, and serve as the key focal point for relevant IOM Units Kenya, Regional Office (RO), governmental authorities, donors, and project partners on all project related matters.

  • Train and supervise the IBG team in implementing activities, in reporting, monitoring and evaluating and identify and implement improvements in project delivery and coordination.

  • Stay up to date with IBG-related issues and developments in Kenya and the region as well as substantively contributing to the development of thematic reports and policies.

  • Maintain liaison and conduct comprehensive consultations with relevant governmental counterparts, and other supporting stakeholders, on border management/control needs and priorities in support of the Government Kenya border authorities to strengthen national border and migration management structure.

  • Ensure the design and implementation of contextualized capacity building activities in migration and border management, targeting relevant institutions, communities, and migrants as well as project staff.

  • Provide technical advice on the expansion of the IBG portfolio, developing new IBG projects and contributing to fund raising efforts and initiatives.

  • Provide advice, analysis and input to the Head of Programme and Policy Development and relevant stakeholders on all issues pertaining to migration and border management in Kenya.

  • Ensure timely recruitment of staff and closely monitor staff performance, project progress, and ensure mainstreaming of gender according to IOM procedures and regulations.

  • Undertake duty travel, as required related to project implementation, coordination, problem resolution, project development, staff training and liaison with partners.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Information Management, Computer Science, Political or Social Science, International Law, Humanitarian Affairs, or a related field from an accredited academic institution with five years of relevant professional experience; or

  • University degree in the above fields with seven years of relevant professional experience.

    Experience

  • Experience in the field of migration issues, including operational and field experience, project development, and management and report writing;

  • Experience and background in border management and relevant project implementation;

  • Experience in liaising with governmental authorities, other national/international institutions, UN and NGOs;

  • Experiences in
    conducting monitoring and evaluation (M&E), with good understanding of M&Etools and approaches;

  • Experience in writing training plans, statements of works, standard operating procedures and detailed instructions;

  • Working experience in East and Horn of Africa region is an advantage.

    Skills

  • Excellent computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

  • For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
