Position Title : Assistant Engineer – Roving (WASH)

Duty Station : Juba, South Sudan

Classification : G5/S1

Context:

Under the overall supervision of Programme Officer and the direct supervision of the Project Officer (WASH), the incumbent will be required to work as a member of a multi sector team to provide WASH relief assistance in remote areas of the country and ensure continuity through rehabilitation activities. The incumbent will be based in IOM office in Juba, and will be tasked for deployment to the far-off locations in the country where WASH needs have been identified.

Qualifications

  • Assist the Project Officer (WASH) for the implementation of water and sanitation facilities and promotion of hygiene in far-off locations country wide.
  • Carry out technical assessments and analyze the data collected for the implementation of water, sanitation and hygiene activities to respond to the needs of IDPs and host community affected by conflict or natural disasters in South Sudan.
  • Assist in designing the project intervention and prepare cost estimates for Water, Sanitation and related hygiene activities.
  • Carry out rehabilitation and or implementation of new systems for water treatment and distribution. The incumbent would need to have the necessary skills for hand pump repair and maintenance, set up of Surface Water Treatment (SWAT) systems for water provision and installation of batch treatment, distribution systems for emergency water provision, supervision and implementation of drilling works.
  • Support the mobilization of members of the community to ensure the construction of water and sanitation facilities in a short timeframe.
  • Contribute to the correct implementation on the behavior change strategy, promoting the integration of the hygiene promotion campaign in every phase of the implementation.
  • Facilitate Community Led Total Sanitation (CLTS) process by supporting technically the construction of sanitation facilities at the household level by the community, disseminating good practices in construction and validating pilot projects.
  • Contributing to mainstream the GBV strategy in every phase of the implementation, in coordination with the GBV officers.
  • Monitor implementation of activities following instructions form WASH officer and monitoring tools developed for the project management.
  • Ensure that constructions and activities are completed to a satisfactory standard before final payment is authorized.
  • Bring to the attention of the Project Officer (WASH) of any works which are not meeting timelines or where quality standards are not being met.
  • Ensure that materials are used in accordance with BoQ and instructions from the WASH Officer, keeping records and coordinating with the logistic officer for request and delivery to implementation sites.
  • During the time within missions, the incumbent will support and follow up the WASH activities from Juba in coordination with the WASH Officers.
  • Any other duties as may be assigned by the Programme Coordinator (WASH) and Project Officer (WASH). Contributing to mainstream the GBV strategy in every phase of the implementation, in coordination with the GBV officers.

    Education and Experience

  • University degree in Civil Engineering (construction, water and sanitation, hydraulic, hydrogeology, etc.) or a combination of equivalent training and practical experience.
  • Extensive experience (at least 3 years of experience) in the above or similar duties with an ability to adapt to new techniques.
  • Good computer skills,
  • Basic knowledge of AutoCAD,
  • Good interpersonal skills and the willingness to work as team member.
  • English and Arabic language competency is essential, knowledge of Dinka/Nuer is an advantage.

    Organizational Context and Scope;

    Under the overall supervision of the Programme Officer (WASH) and the direct supervision of the Project Officer (WASH), the incumbent will be required to work as a member of the WASH unit to strengthen IOM’s participatory approach to involve the community in the design and delivery of essential WASH services, facilities and hygiene promotion. This will involve building strong community relationships, and implementing initiatives to improve meaningful and safe participation of women, girls and marginalized groups and reduce risks and contribute to prevention of GBV in order to safeguard and improve the public health of the affected population.

    Qualifications

  • Lead community mobilization for WASH facilities and services, ensuring the approach promotes active community participation in the design and implementation, reduces risks of GBV and strengthens women, girl’s and marginalized group’s involvement. Specifically:
  • Identify and build communication channels, including with community leaders and influencers, to initiate and implement the project in IOM’s target communities;
  • Work with community leaders and influencers to ensure the safe and active participation of women, girls, and marginalized groups in all activities. Includes engaging communities for selection of community workers for construction activities, working with the GBV team to ensure safe inclusion of women and marginalized persons and work with communities for inclusive and transparent selection process Standing Committee members.
  • Conduct assessment activities including participatory GBV safety audit for all project activities, with support from the GBV team, to provide feedback for necessary adaptions to reduce GBV risks and Support the implementation of WASH assessments, KAPs surveys and monitoring and evaluation activities in target communities;
  • Support the implementation of community and school-based hygiene promotion activities with the Hygiene Promotion and Public Health officer.
  • Support the design the practical hygiene promotion mobilization plan, including to train the hygiene promotion team leaders and volunteer hygiene promoters;
  • Support GBV prevention and response, and empowerment of women and girls including from marginalized backgrounds, in collaboration with the GBV team.
  • Participate in gender and GBV assessments and KAPs surveys and identify influential stakeholders to engage for behavior change;
  • Conduct training in confidence and leadership participation of women and adolescent girls in water, sanitation and hygiene promotion activities;
  • Sensitively lead group discussions with school clubs and community-based groups and local influencers on GBV prevention dialogues;
  • Provide regular reporting on all activities conducted, highlighting achievements versus targets;
  • To perform such other duties as may be assigned.

    Education and Experience

  • A university degree in Social Science, Community Development, Social Development, Education and/or Public Health or equivalent diploma and professional experience
  • 3- 5 years of relevant work experience in the field of social mobilization, public health and if possible GBV,
  • Experience working on GBV projects and conducting community dialogues on behaviour change;
  • Demonstrated commitment to gender equality, social inclusion and public health,
  • Efficiency, flexibility and drive for results.
  • Capacity to work effectively and harmoniously with colleagues from various cultures and professional background.
  • English and Arabic language competency is essential, knowledge of Dinka/Nuer is an advantage.
